- Statement of Work Combined Synopsis/Solicitation - Relocation of Service Delivery Point This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. • The Request for Proposal (RFP) number is F3YCFA3072A001. • This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-66 and DFARS Change Notice 20130516. • This solicitation is being issued under the North American Industrial Classification Standard code 517110 with a size standard of 1,500 employees. • IAW FAR 52.204-99, the contractor must be registered with System for Award Management (SAM). • See Attachment 1, Statement of Work (SOW), for a full description of the requirement. • Services to be performed at Dover AFB, DE 19902. Description of Requirement: CLIN 0001 Relocation of Service Delivery Point, In accordance with Attachment 1 - Statement of Work. Additional Information: 1. A site visit will be offered to all interested parties on Wednesday, 29 May 2013 at 10:00 am EST beginning in bldg. 302 and then moving to bldg. 310. If you are interested in attending, please send the full name of all attendees to Amy Burke at the above referenced email address no later than Tuesday, 28 May 2013 at 3:00pm EST. 2. The Service Delivery Point (SDP) equipment referenced in the SOW, paragraph 3.1, is owned by Verizon. The Government does not currently own or maintain the SDP equipment, nor will the Government own or maintain the SDP after the relocation. 3. WD 05-2097 (Rev. 14) applies to this requirement. The Wage Determination, in its entirety, may be found online at www.wdol.gov. The following provisions and clauses apply to this acquisition and can be viewed through internet access at the Air Force FAR Site, http://farsite.hill.af.mil. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request the Contracting Officer will make their full text available, IAW FAR 52.107 or view at the FAR sites mentioned above and in FAR 52.252.-1 and FAR 52.252.2. The paragraph is tailored as follows: "The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers." PROPOSAL PREPARATION INSTRUCTIONS A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, and representations and certifications. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) separate parts; Part I -Technical Proposal and Part II - Price Proposal. B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested. C. The contractor shall include the provisions at 52.212-3, Representation and Certifications-Commercial Items. And shall be registered in System for Award Management (SAM) Registration: https://www.sam.gov/portal/public/SAM/. D. The Government intends to award without discussions. Therefore contractors are encouraged to offer their most advantageous/best proposal. The contractor shall submit their proposal by 19 June 2013 at 4:00 PM EST to the contracting office by email in order to be considered for award. PART I - PRICE PROPOSAL 2. PART II - TECHNICAL PROPOSAL. Submit proposal based on the requirements of the Statement of Work (SOW) instructions. Identify submitted material by corresponding factor, sub-factor, and paragraph herein. If an element requested has been covered previously, so state and reference the previous factor. Provide sufficient discussion/explanation of how the requirements can be satisfied; restating the requirements identified in the SOW will render your technical proposal unacceptable. If an Offeror is subcontracting/teaming with another vendor who will perform more than 10 percent of the work, technical information shall be submitted for each vendor. The technical proposals shall provide a clear distinction of functions to be performed by the prime and subcontractor to include: the nature of work, criticality of the work, and the percentage of overall effort performed by each subcontractor in each area of service provided. Failure to provide a technical volume on each vendor in a subcontracting/teaming arrangement shall render their proposal non-responsive and unacceptable in that area. a.) FACTOR - Vendor must be authorized to perform work, as required by the SOW, on the Verizon equipment located at Dover AFB, DE. GENERAL PROPOSAL INFORMATION Offerors are hereby notified that initial proposals which are found incomplete may be rejected without affording the offeror an opportunity to satisfy the requirement of the Government. Notwithstanding the information included in support of the offeror's technical capability, the contractor must meet all requirements of this request for proposal. 52.212-2, Evaluation - Commercial Items BASIS FOR CONTRACT AWARD 1. This is a competitive selection in which competing offerors will be evaluated on a basis of the Lowest Price Technically Acceptable (LPTA). Evaluation procedures shall be IAW FAR 15.101-2 when best value is expected to result from selection of the technically acceptable proposal with the lowest price. The Government expects to award one firm-fixed price contract as a result of this solicitation. The Government reserves the right to award without discussions or make no award should no vendor prove to be an acceptable offeror based on the criteria set forth in the solicitation. The US Government will make an award to the responsible (IAW the Federal Acquisition Regulation (FAR)) contractor whose offer conforms to the solicitation and are determined to be the most advantageous to the Government considering price and non-price factors. The Government will evaluate Part II, Technical Capability on an Acceptable/Unacceptable basis. After an offeror has received an overall Acceptable rating on the Technical, the Government will then evaluate the offer's price. Offerors receiving an Unacceptable rating for the Technical Capability will not receive further consideration. The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by 52.212-1 of this solicitation. 2. REJECTION OF UNREALISTIC OFFERS: Any proposal which is unrealistic will be judged either as exhibiting a lack of competence or failure to comprehend the Government's requirements and may be so evaluated and rated, or rejected for such reasons. Furthermore, any significant inconsistency between the Technical Proposal and Price Proposal, if unexplained, may be grounds for rejection of the proposal. The Government will evaluate each proposal strictly IAW it's content and will not assume that performance will include areas not specified in the Offeror's proposal. Nothing in this paragraph is to be construed as a promise by the Government to conduct a price realism analysis where it would otherwise not be required to do so. The decision to conduct or not to conduct such an analysis remains in the sound discretion of the Contracting Officer. PRICE: The Government will evaluate offers based on the total price proposed for CLIN 0001 - the Relocation of the Service Delivery Point. The offeror's quote will be evaluated for Reasonableness and Realism. 1. Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis, other techniques will be used. 2. Realism: The contractor's proposed costs will be evaluated to determine if the price is realistic for the work required, if the cost reflects a clear understanding of the requirement, and if the cost is consistent with the elements of the technical proposal. TECHNICAL CAPABILITY: The government will consider the completeness and feasibility of the offeror's Technical Proposal (Part II) to assess the offeror's understanding of the items and its ability to successfully complete contract requirements. Ratings will be given on the basis as follows: FACTOR - Vendor must be authorized to perform work, as required by the SOW, on the Verizon equipment located at Dover AFB, DE. This factor will be met when the offeror provides a letter from Verizon authorizing the offeror to relocate the SDP equipment at Dover AFB, DE. The following ratings will be used in rating technical capability: Acceptable: Proposed clearly meets the minimum requirements of the solicitation.
