Description
This sources sought notice is for informational purposes only in conducting market research. The 45th Space Wing (45 SW) intends to consolidate Cape Canaveral Air Force Station (CCAFS) Launch Operations Support contract (FA2521-05-C-0007) and Infrastructure Operations and Maintenance Services contract (FA2521-08-C-0006) into a single Cape Launch Operations and Infrastructure Support (CLOIS) contract. The Government anticipates a 60 or 90 day transition period prior to a full performance start date of 1 Oct 2015. Acquisition strategy has not yet been determined; market research results will assist the USAF in determining whether this requirement can be a small business set-aside. The services called for under this contract support 45 SW mission requirements for space vehicle launches and sustainability of range infrastructure. Locations of service include Cape Canaveral Air Force Station with limited services at Patrick Air Force Base (PAFB), the Florida Annexes, Antigua Air Station (AS), Ascension Auxiliary Airfield (AAF) and Kennedy Space Center (KSC). CCAFS plays a vital role in support of the United States space and missile programs. As a service provider and mission partner on CCAFS, the CLOIS contractor will be required to provide highly reliable and cost effective infrastructure while seamlessly integrating into the CCAFS launch mission organization. The basic design of the various infrastructure systems was laid out in the 1950s and 1960s with the construction of the first facilities at CCAFS. The Air Force has made significant progress in renovating and upgrading the existing systems required to support additional facilities, ever-increasing utility demands, and evolving mission requirements. The CLOIS contractor plays an integral role in defining, developing, planning and implementing future CCAFS infrastructure changes. Facilities and critical launch systems include, but are not limited to, communications facilities, offline hazardous and non-hazardous processing facilities, spacecraft processing facilities, telemetry sites, universal camera sites, critical command and destruct facilities, control centers, laboratories, ordnance storage, electrical sub stations, wastewater treatment facility, hangars, warehouses, administrative areas, and space launch complexes. Services may include, but are not limited to launch support, systems/facility preventative, predictive and corrective maintenance, systems/facility upgrades and modifications, plant/facility engineering, work order and service call management, safety engineering, critical systems baselining, configuration management, systems engineering, long-range planning and statements of capability, utility system monitoring and management, facility control systems management/maintenance, HVAC, fire detection and alarm maintenance/repair, electrical, UPS/generators, waste water, water systems, fuel storage, energy and real property management, environmental support and clean-up, design engineering, construction inspection and management, logistics support analysis, cost management, possible complex/facility deactivation support, load testing, special purpose elevator maintenance/repair, and crane operation, explosive services, launch and spacecraft communications support, and mission support. Incumbent Contract Information: 1. Launch Operations and Support Contract (LOSC): FA2521-05-C-0008 Contractor: Space Coast Launch Services LLC Performance Period: 1 July 2005 - 30 September 2015 Contract Value: $384,150,685 Contract Type: Cost Plus Award Fee 2. Infrastructure Operations and Maintenance Services contract (FA2521-08-C-0006) Contractor: InDyne Inc. Performance Period: 1 Oct 2008 - 30 September 2015 Contract Value: $213,612,914 Contract Type: Cost Plus Incentive Fee Statement of Capabilities (SOC): All interested parties are invited to submit a Statement of Capabilities addressing their ability to perform an acquisition of this type and magnitude. Each SOC shall contain two sections. Section I will provide general information and Section II will identify specific experience and capabilities relevant to this acquisition. The applicable North American Industrial Classification System (NAICS) is 561210 with a size standard of $35.5M. Section I - General Information Each SOC must include the following general information: 1. Company/Team Information: Provide business name, CAGE code, and DUNS number. If SOC is based on performance of a team, joint venture, or utilizes primary subcontractors, provide information for all companies and indicate any previous teaming relationships. 2. Identify whether your firm is a small disadvantaged business, woman-owned business, 8(a) firm, historically black college or university or minority institution (HBCU/MI), HUB Zone small business, veteran-owned small business or service-disabled veteran owned small business. Because the government reserves the right to set aside this acquisition based on the responses received, it is imperative that firms respond with the required information so that capabilities can be evaluated accurately. 3. Provide experience in the form of a table showing relevant work completed or currently being performed. Include contract numbers, project title, project value, points of contact name, phone numbers and email addresses. If the contract is physically complete, include the completion date. 4. DCMA and DCAA points of contact: Provide point of contact names, addresses, phone numbers and email addresses 5. Financial Capabilities: Provide a narrative demonstrating your financial capability to perform a contract of this magnitude. Include information demonstrating your ability to financially support phase in costs and capacity to finance payroll costs for more than 200 employees pending invoice payments. Section II - Experience and Capabilities The CLOIS contractor will perform a variety of services including sustainment engineering, planning, operations and maintenance services for facilities and critical launch systems shown in the attached Operations, Maintenance, Equipment Utilities list. The capabilities package should be brief and concise, yet clearly demonstrate an ability to perform this level of work. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Each SOC should address the following: Program Management - Discuss your capability to manage a consolidated program of this magnitude. Specifically address transitioning from two individual contracts. Indicate experience in implementing a comprehensive launch processing and readiness process ensuring facilities, systems equipment and utilities were available for mission. Discuss your approach to developing Annual Program Management Plans that provide responsive, flexible, integrated, customer-focused services in support of the mission while striving for innovative solutions. Address your labor relations management capabilities and identify any experience in transitioning multiple labor unions to one contract. Discuss your Financial Management methods and experience in establishing a job ordered cost accounting system to capture the full costs to the final cost objectives using government provided Maximo (minimum version 6.2). Identify experience reporting final cost objectives for multiple Job Order Numbers (JON) simultaneously. Launch and Spacecraft Mission Support - Identify any experience in support of launch operations and spacecraft missions. Discuss any previous performance by your company/team in maintaining mission critical facilities. Discuss your prior experience working with ISO 14644 cleanrooms and whiterooms. Launch and Spacecraft Communications Support Due to the unique communications systems used in facilities maintained under this contract, and due to the highly dynamic nature of the operations requiring these systems, the contractor must apply processes and procedures for operations, maintenance and system engineering to communications systems that allow for immediate and real-time responsiveness to customers in this environment. Discuss situations your firm has encountered previously which required this level of responsiveness. Identify relevant experience in configuring mission control networks for support of operations. If the experience is not launch specific, identify similarities to events such as wet dress rehearsal, integrated crew exercise, dress rehearsal, troubleshooting and launch operation. Explosives Services - Explain your experience in receiving, storing, tracking, and transporting explosives. Discuss your involvement in storing explosives for multiple customers. Explain your capabilities and prior involvement with receiving rocket components, testing electronic explosive devices, transporting rocket components to the launch site, assembling and testing/checking the rocket, supporting the launch of the rocket, and post launch/scrub activities. Planned work - Discuss your experience in performing planned work. Planned work is also known as work orders and includes work requiring detailed planning and/or capitalization on the real property records. Planned work is prioritized IAW AFI 32-1001, paragraph 8.1. Generally, planned work complexity requires detailed planning and scheduling but not the utilization of registered engineering or architect design and is estimated using current version of RS Means or equivalent government approved estimating program. Planned work projects are generally completed between 30 and 90 days. Engineering Services - Explain your experience in developing and implementing System Engineering Management Plans using Institute of Electrical & Electronics Engineers (IEEE) STD 1220-1998 as guidance for the critical systems and facilities. Discuss your capabilities to apply systems engineering to Critical Systems configuration changes and manage, track and control project/program cost, schedule and technical performance during execution the changes. Include narrative addressing your prior use of earned value management. Explain your experience with long range facility and utility infrastructure project planning. Discuss familiarity with the AF sustainment modeling, minor construction and MILCON project development. Submit your responses via an Adobe PDF file or an MS Office electronic format. Text should be no smaller than 12 point font. Pages will be single spaced. Elaborate photos or graphic designs are not desired. E-mail submissions should not exceed 2 Megabyte in size and only include non-executable attachments such as.doc or.pdf files. It is the submitter's responsibility to verify that e-files are accurately received. Email submissions to 45conscloisteam@us.af.mil no later than COB 20 June 2013. This IS NOT a Request for Proposal (RFP). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This sources sought announcement is not to be construed as a commitment by the Air Force to issue a solicitation or ultimately award a contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to sources sought. No Contract will be awarded pursuant to this announcement. The Government will not reimburse any cost associated with submitting information in response to this Sources Sought, nor shall any costs be allowed on any Government contract.
