- Attachment 1, Exhibit 2A - Performance Based Payment and Milestones Matrix - Excel Spreadsheet Attachment 1, Exhibit 2 Price Schedule - Excel Spreadsheet High Voltage Electrical Preventative Maintenance The National Gallery of Art ('Gallery') intends to secure a contract with a qualified Electrical Contractor to provide maintenance, repair, and testing services for select high, medium and low voltage electrical equipment. This solicitation is a Request for Proposal (RFP), Number NGA-13-RFP-0052, under a combined synopsis/solicitation service commercial contract in accordance with FAR Part 12 This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. The attached solicitation documents incorporate provisions and clauses that are in effect by the Federal Acquisition Regulations to include amendments thru FAC 2005-66 effective April 1, 2013. The NAICS Code associated with this work is 238210: Electrical Contractors and Other Wiring Installation. The Product Service Code: J059: Maintenance and Repair of Electrical and Electronic Equipment, which has a small business size standard is $14.0M. Interested Vendors are to refer to the all solicitation documentation, Pro-forma Contract, Attachment 1: Sections A-J of the Uniform Contract Format, Attachment 2: Section K and Attachment 3: Section L-M. Exhibit 1 Exhibit 3: Statement of Work (SOW) is attached to this posting for detailed information about this work. A Site Visit is scheduled for June 10, 2013 at 10:00AM-11:30AM. All Vendors interesting in satisfying this requirement for the Gallery is strongly encouraged to attend the site visit and meet Gallery personnel at: National Gallery of Art, West Building Service Entrance (on the East side of the building), 6th Street and Constitution Ave., Washington, DC 20565 at the date and time specified above in this solicitation and attached Proposal Instructions. The Evaluation Factors applicable to this acquisition may be found in the RFP: Attachment 3. Section L: Proposal Instructions & Section M: Evaluation Factors. In addition to Price, the following Technical Factors will be used in evaluating proposals: (1) Technical Understanding and Approach (2) Management Approach, (3) Work Experience (4) Past Performance (5) Cost (6) Financial Statements (7) Section K. Technical Factors will be weighted more heavily than Cost/Price. Vendors must submit a firm-fixed price proposal for the maintenance, repair, inspection and testing for existing high, medium, and low voltage electrical equipment and the labor hour rate for the time and material component for the routine and emergency repairs. All Vendors submitting proposals in response to this RFP must include accurate contact information for three (3) references that can provide the Gallery with a relevant and accurate description and evaluation of the Vendor's past performance in providing similar services to those described in this RFP. The Vendor must have performed the services provided for each reference within the past 3 years, and the services must be similar to the work described in the Statement of Work. All Vendors who submit a proposal must include responses to the Certifications and Representations contained in Section K of the attached solicitation documentation. By submitting a proposal in response to this RFP, the Vendor warrants that any goods or services provided to the Gallery is in satisfaction of this requirement and are fit for the ordinary purposes for which they were designed, as well as the particular purpose(s) specified in the this solicitation, and any additional purposes as represented by the Vendor. All responsible Vendors may submit a proposal by mail or hand deliver on Monday, July 8, 2013 by 3:00PM.
