- SOURCES SOUGHT NOTICE N40083-13-R-0025 MARINE CORPS RESERVE CENTER (MCRC) BELTON, MO The intent of this sources sought notice is to identify potential Small Business, 8(a), HUBZone, Service Disabled Veteran Owned or Women-Owned Small Business firms capable of designing and constructing the Marine Corps Reserve Center (MCRC), Belton, Missouri. Naval Facilities Engineering Command (NAVFAC), Midwest, Great Lakes, Illinois is seeking either individual firms or Joint Venture firms nationwide capable of performing the design and construction of a Marine Corps Reserve Center, (MCRC) Belton, Missouri. The estimated cost of this potential project is between $13 Million and $16 Million. The NAICS Code is 236220 with the annual size standard of $33.5 Million. The proposed procurement is being considered as a set-aside under small business, Section 8(a), HUBZone, Service Veteran Owned Small Business Program or Women-Owned small business concerns. Firms are requested to submit their Sources Sought Questionnaire which will be the basis for the Government ™s decision to establish this requirement as a Small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns set-aside acquisition. Interested Small Businesses, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns are encouraged to submit a Source Sought Questionnaire (attached). The Sources Sought Questionnaire (attached) must be complete and sufficiently detailed to determine the firm ™s capability to provide construction of the Marine Corps Reserve Center (MCRC), Belton, Missouri within the estimated dollar range. The Sources Sought Questionnaire may be submitted electronically to terryll.zade@navy.mil; FAX 847-688-6567 or by hard copy to Terryll Zade, NAVFAC Midwest, 201 Decatur Avenue, Bldg. 1A, Great Lakes, IL 60088-2801 PROJECT DESCRIPTION: This project is a design-bid project and contractors will design and construct a masonry Reserve Center to support the 24th Marine Regiment and an existing Nuclear, Biological, Chemical Defense Platoon of the Marine Forces Reserve. The Reserve Center will include a concrete foundation, concrete floor, masonry walls, metal doors, sloped standing seam metal roofing system, fire protection system, heating, ventilation and air conditioning systems, a specially constructed weapon ™s storage area (armory), assembly drill hall, ISMT, classrooms, offices and administrative spaces, wire mesh lockers, air compressor, locker and shower rooms, workshops, telecommunications room, electrical and mechanical utilities, combat communications and equipment maintenance areas, an equipment storage shed, outside equipment and vehicle storage concrete paved areas, asphalt paved roads and an asphalt parking area for the personally owned vehicles. Built-in equipment includes a fire pump, lockers, double lockers, bleachers, generator, desks in storage closets, and a flag pole. Special costs include post construction contract award services (PCAS). The project will be planned, programmed, designed and constructed to receive a minimum LEED Silver-level rating certified by USGBC. Supporting facilities includes: Site preparation includes site clearing, excavation and preparation for construction. Special foundation features include pile foundations. Paving and sire improvements include grading, provide approximately 250 parking spaces, roadway improvements, curbs, sidewalks, landscaping fencing, signage and stormwater drainage. Electrical utilities will include primary and secondary distribution systems, lighting, photovoltaics, transformers and telecommunications infrastructure. Mechanical systems will include water, sewer, HVAC, water lines, plumbing and plumbing fixtures, sanitary sewer lines, fire protection systems and supply lines. Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. Low Impact Development will be included in the design and construction of this project. This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DoD Minimum Anti-terrorism Standards for Buildings. The Sources Sought Questionnaire (attached) must be complete and sufficiently detailed to determine the firm ™s qualifications and to demonstrate the firm ™s capability to design and construct the Marine Corps Reserve Center (MCRC), Belton, Missouri within the estimated dollar range. Receipt of potential offeror ™s sources sought package shall be received no later than Wednesday, August 14, 2013 at 2:00 p.m. Central Standard Time. This sources sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing the RFP. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical experience, past performance, safety and price for evaluation by the Government. The Government will not pay for any effort expended in responding to this notice. Estimated award date for this potential contract is 2014.
