- FAA National Test Equipment Calibration Service Market Survey 1. OVERVIEW In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, the FAA is conducting a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This announcement is not a Screening Information Request (SIR) and no contract will be awarded based on this announcement... The FAA s National Test Equipment Program (NTEP) is conducting this Market Survey to determine industry capabilities to satisfy an ongoing requirement for the National Test Equipment Support Contract. The National Test Equipment Support Contract will support the calibration of Test, Measurement, and Diagnostic Equipment (TMDE). The FAA s inventory of TMDE is located at approximately 27,000 FAA facilities both within the continental United States (CONUS) and outside the CONUS (OCONUS). In addition to soliciting statements of interest and capabilities, the FAA is also interested obtaining a Rough-Order-Magnitude (ROM) of lifecycle cost based on delivering test equipment calibration services at a firm-fixed price, based on a per calibration pricing model. Interested parties must respond with information necessary to confirm their qualifications and capabilities as they pertain to the information contained within this Market Survey. At this time, the nature of the final competition has not been determined. The FAA intends to review all submittals prior to establishing the acquisition strategy. The FAA may utilize a full and open competition, or set-aside all or part of the procurement for small businesses, service-disabled veteran-owned small business, or other eligible socially and economically disadvantaged businesses that are certified by the SBA, including the SBA's 8(a) Program. Small business participation in this Market Survey is highly encouraged. The principle North American Industry Classification System (NAICS) code for this effort is 4885111, Air Traffic Control, with a size standard of $30 million. The FAA anticipates the NTEP Support Contract SIR will be issued during 2013 or early 2014. This Market Survey conveys the potential agency need, and seeks sources capable of providing the desired functional capabilities described herein and associated ROM information. All information submitted in response to this survey that is considered proprietary or confidential must be clearly marked as such. This Market Survey will be used for planning and or budgetary purposes only. The price/cost schedule of any resulting solicitation may or may not correspond to the activities or items specified in this announcement. Additionally, the SOW and or its requirements/components are subject to change based upon the responses to the Market Survey. 2. INTRODUCTION The FAA is conducting market research to determine the capability, estimated cost, and interest of vendors to satisfy an ongoing requirement for National Test Equipment Support Contract. The FAA is seeking on-site and off-site calibration services for all FAA-owned TMDE listed in Attachments 1 & 2 within and outside CONUS/OCONUS as defined in Attachments 3 & 4. The Contractor is expected to provide fixed, portable, and mobile on-site/off-site inspection, testing, incidental repair, calibration, certification, cleaning, marking, labeling, and packaging services in accordance with the American National Standard for Calibration (ANSI/NCSL Z540.1-1994) as outlined in Attachment 5 (Statement of Work). 3. BACKGROUND AND OVERVIEW OF NATIONAL TEST EQUIPMENT PROGRAM: The NTEP serves as the FAA s focal point for establishing test equipment requirements in order to maintain National Airspace System (NAS) systems. These systems include: communication, automation, surveillance, power, navigation, and weather platforms, which are frequently tested to validate that the measurements operate within technical and safety specifications. The NTEP also establishes and maintains policy and guidance regarding the standardization and configuration management of all TMDE. 4. SUMMARY OF REQUIRMENTS This FAA is contemplating a 5-year contract (1-year base period plus four 1-year options) in which the Contractor is expected to provide calibration services for all FAA-owned TMDE, calibrated and/or rejected as detailed in the SOW (Attachment 5). Attachments 1 and 2 are representative of the approximate mix of TMDE, but are not all-inclusive and are subject to changes as TMDE is replaced and/or disposed of. Attachments 3 and 4 are representative of the current locations of service stops, but are also subject to change, as required to meet FAA mission needs. It is incumbent upon interested vendors to provide capabilities and ROM estimates that summarize the personnel, materials, equipment, travel, tools, calibration working standards, transportation, and shipping using Fixed Calibration Labs, Mobile Calibration Labs (MCL) and Transportable Field Calibration Units (TFCU). To clarify these terms, fixed labs imply a calibration or testing laboratory erected on a permanent location such as a building. Mobile labs imply a fully equipped, self-contained, mobile calibration laboratory capable of performing tests or calibrations under controlled environmental conditions, and are subject to the same accreditation requirements as a fixed lab. Transportable implies a calibration field facility that is set up in a dedicated location for the duration of the calibration activities, not to exceed specified amount of time, and must be identified as part of the fixed laboratory assessment. 4.1 Approach to Procurement and Distribution of TMDE The Contractor will be required to procure and distribute test equipment to the three FAA service areas (Eastern, Central, and Western). The Contracting Officer s Representative (COR) will grant acquisition approval prior to the Contractor initiating procurement action. The procurement action must satisfy an open requirement, all technical specifications and cost constraints. Additionally, when procuring TMDE, the Contractor must ensure that: oA written acquisition request for the procurement of TMDE is submitted to the COR. oThe Contractor must recommend an alternative solution if the requested TMDE is not commercially available. oThe Contractor must ensure a 90-day warranty for all newly acquired TMDE. oThe equipment must have a printed copy of the Certificate of Calibration in accordance with ANSI/NCSL Z540. oThe equipment must not be a proprietary device thereby limiting the repair and calibration services to one vendor. oThe equipment must be commercial-off-the-shelf (COTS). oThe equipment must be delivered in the FAA configuration that consists of all options and accessories approved by the NTEP office. oThe equipment must include a paper copy of the user guide, and an electronic copy of the user guide on a CD-ROM disc that is labeled to identify the associated equipment item and the revision number and date of the user guide. Furthermore, the Contractor must: oPropose solutions that would replace multiple generic types of TMDE with a single multi-functional piece of TMDE where feasible, practical, and cost effective. oConduct TMDE technology assessments by way of field evaluations to address improved digital testing methodology. Please include a ROM for both shipping and pricing for each specified TMDE as indicated on the rate sheet (Attachment 7 note: The items listed in Attachment 7 are only a cross-section of the product lines schedule for replacement). As feasible, the Contractor is expected to combine requirements from multiple service areas and negotiate volume discounts. Exchange/sale means to exchange or sell non-excess, non-surplus personal property and apply the exchange allowance or proceeds of sale in whole or in part payment for the acquisition of similar in accordance GSA Federal Management Regulation (FMR) 102-39. This requirement may be included as an option in any resulting NTEP contract. If interested, please provide any additional information regarding your company s capabilities or interests relevant to the procurement, distribution, and the exchange/sale for credit of TMDE. Your response should include concepts and ideas for establishing and maintaining strict cost control and management of TMDE related to the exchange/sale portion of the NTEP Modernization Replacement Program. 5. INFORMATION TO INCLUDE IN SURVEY RESPONSE This document should address the vendor s capabilities to meet the National Test Equipment Program calibration requirements. Vendors must demonstrate experience in providing a full range of calibration services in accordance with the American National Standard for Calibration (ANSI/NCSL Z540.1-1994) within and outside of the Continental United States. 5.1 Capabilities and Interest Provide evidence of your qualifications and capabilities to provide the required services as identified in the SOW (Attachment 5). Indicate any detailed knowledge of calibration of TMDE, especially as it relates to the FAA. Clearly identify the nature of the interest in the National Test Equipment Support Contract described in the Statement of Work. If your interest is as a subcontractor, list the specific services you are interested in providing. All interested sources are invited to respond to this announcement, however, the FAA requires proof of documentation from interested service-disabled veteran-owned small businesses, and from eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) 8(a) Program. Interested sources should respond with information sufficient to confirm that they possess the qualifications and capabilities to meet the requirements identified in this survey. 1.Complete the ROM template, included as an embedded file, identified as Attachment 6. 2.The first tab labeled Quantity table identifies the estimated amount of TMDE that requires calibration. This is for informational purposes only; no action is required from the vendor. 3.The second tab labeled Roll-Up ROM requires the vendor to include a cost estimate for each CLIN Description entered. This includes the base and option year CLINs, using the Quantity table as a basis. 4.Vendors may provide assumptions and comments to further elaborate or qualify their estimates, or provide additional comments as appropriate on the Miscellaneous (MISC) tab. The functions identified in the SOW are to be continued throughout the period of performance of the procurement. This Market Survey will be used for planning and or budgetary purposes only. Please include the customer name, contract dates, project value, customer point of contact, description of work performed, and your company s participation in the relevant experience as prime or subcontractor.
