- RFI- Request for Industry Information and Comment 1. INTRODUCTION/PURPOSE A. The purpose of this RFI is to solicit feedback from industry on the acquisition strategy of DIA's next enterprise IT IDIQ Acquisition entitled Solution for the Information Technology Enterprise 2 (SITE 2). B. The purpose of the SITE 2 vehicle is to provide the acquisition framework for delivering the full scope of information technology services and capabilities to support the Defense Intelligence Agency (DIA), the Services, the Combatant Commands (COCOM) and partner agency worldwide mission across the Intelligence Community (IC). SITE 2 is intended to continue the streamline procurement process for Information Technology and Information Services (IT/IS) support and will provide leadership with the capability to manage efficiently the use of IT/IS resources across the IC. C. IT/IS is a family of highly specialized endeavors and its provision requires the capability to access a large pool of available talent with a diversity of experience, education, and technological capabilities. The SITE 2 contract will be established for delivering the types of services currently provided by the expiring SITE Contracts. D. Currently the Government intends to make awards in the 2nd quarter of FY15. This will be a multiple award vehicle that will require contractors to propose on all sixteen service areas. Service Areas Include: (1) Program Management and Planning (2) Technology Assessment and Evaluation Services (3) Systems Engineering Services (4) Operations Support Services (5) Network Operations and Administration (6) Storage Services (7) Web Services and Content Management (8) Acquisition and Property Management Services (9) Maintenance and Remote Diagnostic Services (10) Administrative and Special Services (11) Information Assurance (IA) Services (12) Security Management (13) SCI Personnel and Information Security Support (14) Risk Management (15) Testing and Verification Services (16) Training Services E. SECURITY - At a minimum, the prime contractors shall be required to have Top Secret Facility Clearances when submitting proposals. Specific task orders may have unique security requirements. These requirements could include unrestricted access to the Defense Intelligence Agency Headquarters (DIA HQ) and an approved Sensitive Compartmented Information Facility (SCIF) within their team. Security requirements will be task order-specific. 2. SCOPE/ASSUMPTIONS: A. The IT/IS support will cover both classified and unclassified programs; however the majority of the work will be in classified environment. The organizational scope of this effort is any DIA, Service Center, Combatant Commands, and/or deployed locations where the delivery of IT/IS support and related services is deemed necessary by the Government. This will be a global contract vehicle. The ceiling will be $5.0 billion. B. SITE 2 is envisioned as a task-order-based, multiple-award contract with a mix of small and large business primes, each with an extensive network of teaming partners and subcontractors to satisfy the community's mission requirements. The Government shall reserve the right to designate selected task orders as set-asides for competition among the small business primes or to allow competition among all primes. C. The SITE 2 contract vehicle is contemplated to include a base year plus four option years. 3. REQUEST FOR INDUSTRY INPUT The Government would like industry input regarding the following topics: A. Vendors interested in being Prime Contractors or subcontractors on this vehicle. B. Response time necessary to prepare a proposal in response to the RFP. C. Recommendations on the pricing structure of the proposal. D. Recommendations on the submission of proposals (Oral Presentations, Written, or other methods). F. Recommendations for the competition strategy? G. How many awards would be optimal? H. What role should small business play in structuring this acquisition? I. Any recommendations for incentives? K. Recommendations on any suggested differences from the current SITE Program Structure. Clarification: Request relates to the overall SITE Program, and is not Program Management Office specific. L.
