- REQUEST FOR INFORMATION Broadcasting Board of Governors | Office of Digital & Design Innovation •1.0 Description 1.1 The Broadcasting Board of Governors (BBG) in support of the Office of Digital & Design Innovation (ODDI) is seeking information on how an interested contractor could provide information on mobile phone interface use in Indonesia. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the BBG is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. •2.0 Background The Broadcasting Board of Governors (BBG) Office of Digital and Design Innovation (ODDI) has a mission to explore, innovate, and improve the User Experience among its entities; Voice of America (VOA), Middle East Broadcasting Networks (MBN), Office of Cuban Broadcasting (OCB), Radio Free Asia (RFA) and Radio Free Europe/Radio Liberty (RFE/RL) (herein after, collectively referred to as "BBG"). The vendor will suggest/advise a conversion strategy base on in-country observation and research, knowledge of the social media market in this area of the world, knowledge of UGC, and past experience. This RFI serves as the first step for BBG to acquire, in the future, professional service from market research firms or media and mobile phone company consultancies. Submit technical capabilities and experience information for conducting a mobile usability test as outlined in section 3. •3.0 Requested Information The BBG and ODDI request that interested parties provide information regarding the following: •1. Capabilities of conducting qualitative usability research among mobile phone users in Indonesia •· Elaborate on sample source(s), data quality control, technologies and methodologies used for the study, video-taping of the tests, and deliverables typically included in a mobile usability study, etc. •· If a proprietary panel is proposed as a possible sample source, please explain in detail the panel composition, panel recruitment method(s) and its relative representativeness of the population of mobile phone users. •· If subcontractor(s) will be used, please provide information such as name, relationship with your firm, its relevant experience and credentials, and the functions they will provide for the proposed project. •· Simultaneous translation for English •· Type of facility to be proposed - describe capabilities and technologies the facility provides. •2. Experience in mobile usability test in Indonesia. If no Indonesia-specific experience, please elaborate on similar experience in Asia. •3. Experience in social media in Indonesia. If no Indonesia-specific experience, please elaborate on similar experience in Asia. •4. Credentials and experience of the proposed team. Include only those directly involved in the project such as project manager and facilitator. Do not include senior management that will not have direct contributions. •5. Any other suggestions/recommendations on mobile usability research or any other experience you deem relevant to the proposed research. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a brief or white paper. 4.2 White papers in Microsoft Word for Office 2000 compatible format is 05 June 2013 EST. Responses shall be limited to 10 pages for Section 2 and submitted via e-mail only to [dsturgis@bbg.gov]. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2. Recommended contracting strategy. 4.3.3. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541512, Computer Systems Design Services. "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. The number of pages in Section 1 of the white paper shall not be included in the 10-page limitation, i.e., the 10-page limitation applies only to Section 2 of the white paper. 4.4 Section 2 of the white paper shall answer the issues addressed in Section 3 of this RFI and shall be limited to 10 pages. 5.0 Industry Discussions BBG and ODDI representatives may choose to meet with potential offerors. Such discussions shall only be intended to receive further clarification of offerors' responses to the requested information in Section 3. Discussions shall be held at the offices of the BBG and will be scheduled with the offeror within [ 10] days of closing of the RFI period. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Fed BizOpps website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after [29 May 2013. EST] will be answered. The information provided in the RFI is subject to change and is not binding on the Government. The BBG has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Additional background on VOA News Indonesian Language of Broadcast: Bahasa Indonesian Distribution: The Indonesian Service employs an affiliate-based distribution system. Radio: Over 250 AM/FM affiliate stations in 128 cities relay VOA Indonesian's programs including Headline News, Breakfast and Evening Shows, VOA Direct Connection and 24 additional short inserts ranging from business and economics to environment to pop culture. TV: The Service produces tow long-form TV shows and 18 short TV segments for 8 of the 11 national TV stations and over 30 regional stations. Dunia Kita, a 30-minute human interest TV magazine show, is in its 11 th season on Metro TV, Indonesian's version of CNN, a 24-hour news channel. TV produces special events coverage for major stories, e.g. elections, or the death of Osama bin Laden. New Media: The service has web and mobile sites and a daily headline news e-newsletter. The main Facebook page has over 725,000 fans. Dunia Kita alone has over 110,000 Facebook fans. The Service's YouTube page has over 4,000 videos with more than 2 million views and its Twitter feed has more than 25,000 followers.
