- Synopsis: The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and the National Capital Acquisition Division (NCAD), Simplified Acquisition Branch intends to award on a sole source basis with the University of Wisconsin-Madison Space Science and Engineering Center (SSEC) to acquire renewal of McIDAS-X-SX software licenses. The National Weather Service, specifically the Pacific Region Headquarters uses the McIDAS software used for GOES Satellite data ingest for use in critical operations. The University of Wisconsin-Madison Space Science and Engineering Center (SSEC) is the developer and sole provider of these licenses and licenses renewals and the only party known to NOAA who can meet this requirement. The Period of Performance will be twelve (12) months from the time of award. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1(a)(2), Only one responsible source, and solicited in accordance with the policies and procedures set forth in the Federal Acquisition Regulation, Part 13 Simplified Acquisition Procedures. This is not a request for competitive proposals. However all information received will be considered by the Government. A determination by the Government not to compete this action based solely upon this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response; all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. Failure to submit documentation will result in the agency proceeding as stated above. Please indicate NWWX1000-13-02104 in your response.
