Description
Emptoris Registration Instructions The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals for Phase 3 of a building site prep project at USPS owned Middlesex-Essex Processing & Distribution Center, 76 Main Street, Middlesex County, North Reading, Massachusetts. Work to include but not limited to all necessary labor, materials, equipment, superintendence, transportation, temporary construction of every nature, and all other services and facilities necessary for removal of portions of existing look-out gallery (LOG) and LOG breakouts, new CCTV security cameras, Fire Alarm MODs, power Modifications for new automation, lighting and lighting control modifications. The estimated cost of the work is between $1,000,000 and $2,000,000, with construction completion no later than one hundred eighty (180) calendar days after receipt of the Notice to Proceed. The solicitation RFx event is scheduled from May 21, 2013 to June 20, 2013 15:00 EDT on USPS eSourcing website, Emptoris (see How to Participate below). There will be a pre-proposal meeting for this project on Thursday June 6, 2013, at 11:00 a.m., on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Chris MacInnis, Operations I.E., at 978-664-7040. Technical inquires are to be addressed to Project Architect Engineer Edward (Ned) Taylor of McKinnell, McKinnell & Taylor, Inc. at 781 878-6223 or USPS Project Manager Michael D. Bezner at 860 539-9145. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. Requests for Information (RFI) must be submitted to Project Architect Engineer Edward (Ned) Taylor of McKinnell, McKinnell & Taylor, Inc. at etaylor@mm-t.com by 3:00 p.m., April 18, 2013. Responses are expected to be issued by April 22, 2013. MINIMUM REQUIREMENTS: The Requirements below will be evaluated on a Pass/Fail Basis. Years In Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Two examples of comparable projects as defined on form under Solicitation Attachment 21: Experience Profile. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Company Health & Safety Plan; Note: Successful offeror will be required to submit a Project Specific Safety Plan acceptable to the USPS Contracting Officer. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. If your organization wishes to participate in this solicitation, please see the attached Emptoris registration instructions. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to June 3, 2013 at 11:59 PM (EST). CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
