- DESCRIPTION OF POTENTIAL REQUIREMENTS: The types of appraisal services to be acquired are but not limited to: i. Commercial office space and properties ii. Leases for telecommunications towers and land iii. Easements for rights-of-way iv. Leases for acquisitions and outgrants (grazing, salvage value, timber, rock, sand, gravel, etc) v. Tract appraisals for Fair Market Value of real property for acquisition and disposal vi. Gross appraisals for Civil Works and Planning Estimates vii. Residential properties viii. Industrial and Light industrial properties Approval criteria for POH Appraisal BPAs: Mandatory Criteria for POH Appraisal: 1. Appraisal experience in Hawaii, i.e. Geographical Competency. (mandatory) 2. Certified General appraiser license from State of Hawaii. (mandatory) A Temporary Practice Certificate is not acceptable. Non-mandatory Criteria which are indicators of technical competency: 1. An appraisal designation from a credible private appraisal organization, e.g. Appraisal Institute, or sponsoring organizations of the Appraisal Foundation. Such designations usually require coursework, work sample reviews, comprehensive exams, and demonstration report writing and approval. (Not mandatory, but highly desired) 2. Completion of the class on Uniform Appraisal Standards for Federal Land Acquisitions, aka Yellow Book. (Not mandatory, but highly desired) 3. Submission of, and approval of, an appraisal work sample that is Yellow Book Compliant. (Work sample submission and approval is Mandatory, that the work sample conforms to Yellow Book is Not Mandatory, but Highly desired) Interested parties are encouraged to become familiar with US Army Corps of Engineers Engineer Circular (EC) 405-1-04 (30 Dec 2003). USACE Policy and Regulations: EC 405-1-04, Chapter 4 (30 Dec 2003) provides the primary USACE appraisal guidance. 4-26 f. states in full: "Using contractors. USACE will engage the services of qualified and competent contract appraisers and consultants to augment staff capabilities. Subject to FAR requirements, preference should be given to appraisers and consultants experienced in the locality and/or the type assignment. Contractors must be state certified (or at least licensed if only providing residential appraisals). See reference: Handbook Real Estate Appraisal and Consulting Contracting Guidelines, U. S. Army Corps of Engineers, Dec 1997."
