- Special Notice It is the intent of the US Fish & Wildlife Service to enter into a firm fixed price purchase order with Cellebrite USA Corp to obtain Cellebrite UFED Touch Ultimate Kits for use in Forensic casework. Special considerations exist in the field of computer forensics, where FWS/OLE personnel are requested to conduct forensic imaging/analysis of mobile devices such as cellular phones and tablet devices. There is only one specific hardware/software system that has the ability to conduct mobile device forensics in the manner required by OLE described below. The system is developed and offered for sale by Cellebrite USA, Corporation. This same equipment is currently in use by OLE and has been tested and proven to live up to 'the requirements noted below. OLE has previously purchased equipment from this vendor, and as a result, will trade in a unit with older technology in favor of a unit with newer technology and receive credit towards the purchase of a new system. Additionally, OLE will purchase two more systems due to the rapid increase in mobile forensics cases. Therefore, all three units will be technologically identical. The Cellebrite UFED System is the only hand-held, cellular exploitation device worldwide that requires no PC or associated phone drivers. The system will quickly extract phonebook, pictures, videos, SMS messages, calls histories, ESN/IMEI information, and deleted SMS/call histories off the SIM for rapid analysis. Cellebrite supports all the major technologies (DMA, CDMA, GSM, IDEN) including, Smartphone operating systems and PDAs (Apple iPhone, Blackberry, Google Android, Microsoft Mobile, Palm and Symbian) for over 95% of all handset models worldwide. The Cellebrite is also desired due to its extraction speed and intuitive user interface. The system also handles and source codes from the cell phone manufacturers 6 months prior to retail launch which is a major advantage for research and development. The proposed action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items. The NAICS Code is 334220 Radio & TV Broadcasting & Wireless communication equipment / PSC 7025 Universal Forensic Extracting Devices. The proposed action is for supplies for which the Government intends to solicit and negotiate under the authority of FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit quotations no later than 12:00 PM PST June 7, 2013. This notice of intent is not a request for competitive quotations. However, all quotations received after the date of publication of this synopsis and prior to 12:00 PM PST June 7, 2013, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. This purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13. The Government will not be responsible for any costs incurred in responding to this notice.
