Description
Peformance Work Statement Addendum to FAR 52.212-1 Wage Determination Addendum to FAR 52.212-2 FA9401-13-R-0009 Solicitation Description: This is a follow up to the Sources Sought Notice and Presolicitation Notice, Transient Aircraft/Alert Services, Kirtland AFB, NM 87117 posting number FA9401-13-R-0009. The AFNWC/PZIB is soliciting a Competitive 8(a) Set-Aside, Firm Fixed Price Contract to provide Transient Aircraft/Alert Services at Kirtland AFB, New Mexico. The Kirtland Air Force Base flight line is responsible for over 1500 transient aircraft per year. The Service Provider (SP) will be asked to perform Transient Aircraft/Alert Services at Kirtland Air Force Base. SP may on occasion with direction from the contract Functional Commander/Director (FC/FD) or 377th Maintenance Squadron Commander (377 MXS/CC), assist Not Mission Capable transient Department of Defense (DoD) aircraft that utilize the civilian Fixed Base Operator. The SP will be asked to monitor all transient aircraft ramp activities during normal duty hours and special case extended hours. Prior to aircraft arrival the SP will be responsible for ensuring the ramp is ready for aircraft arrival. The SP will be expected to provide Aircraft Arrival Services, Processing Services, and Departure Services. Services will include but are not limited to: Follow-Me services, operating and moving Arial Ground Equipment (AGE), minor maintenance, deice/anti-ice services, towing aircraft, and stowage for Rest Overnight (RON) aircraft. In addition to normal operations the SP will be expected to respond to in-flight/ground emergencies, Disabled Transient Aircraft Recovery, secondary crash net calls, participate and cooperate in all emergency, mishap/incident and accident investigations, blown tires during landing or taxiing, and hot brake incidents. This effort is for a 60-month contract which includes a 1-month transition period a one year base period, three one year option periods, one 11 month option period and a 6 month extension of services. The proposal(s) must be submitted for all CLINs identified in the pricing schedule. Funds are not presently available for FY 14 requirements (CLINs 0001, 0002 and 0003). The Government's obligation under this solicitation is contingent upon the availability of appropriated funds. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Work to be performed under the Transient Aircraft/Alert Services will be within the North American Industry Classification System (NAICS) code 488190 - Other Support Activities for Air Transportation, size standard $30.0M. Offers are solicited only from business concerns current in the System for Award Management (SAM), and North American Industry Classification System (NAICS). The solicitation is available in electronic format only. No hard copies will be provided. It is the contractor's responsibility to check the website for any and all amendments to this solicitation. Prospective contractors must be registered in the System for Award Management (SAM), database before award of a government contract; failure to register in the SAM database may cause your firm to be ineligible for award.
