DESCRIPTION This is a Pre-Solicitation Notice. The Martinez Network Contracting Office (NCO21) is issuing a Pre-Solicitation Announcement to set-aside for 100% Small Businesses (SB) who can provide Respirator Fit Testing for VA Sierra Nevada Health Care System (located at 975 Kirman Ave., Reno NV) and various ancillary sites. Respirator Fit Testing 2013 - Statement of Work: Contractor will provide qualitative fit testing for approximately 600 - 700 VA Patient Care employees on at least two separate two-week occasions as determined by the VA. Fit testing will be conducted by the contractor at the VA Sierra Nevada Health Care System (located at 975 Kirman Ave., Reno NV) and/or their remote Community Based Clinics and leased facilities. There will be multiple offerings during each of the two week occasions as determined by the VA. The fit testing will be conducted in accordance with OSHA Standard 1910.134. Contractor will include the necessary training on the N95 (or the PAPR if fit testing is not successful). The training shall include the following topics: use of the respirators, donning and doffing, limitations and maintenance of its use. The Contractor will conduct the fit testing in the employee work areas by schedule and ensure all shifts are covered. Fit testing for all shifts will be flexible to accommodate the VA and patient care. The schedule for fit testing will be coordinated with and approved by the VA. Hard copies of fit testing/training will be provided to the VA representative and the contractor will maintain an excel spreadsheet provided by the government. The contractor will supply "respirator cards" in the color/design approved by the VA. The VA will provide the N95 masks (3 types) and the contractor is responsible for all other supplies. The Contractor will coordinate all work with the VA representative. Contractor will coordinate the VA medical surveillance questionnaire with employees and VA Occupational Health. Compensation will be based on work completed without regard to contractor time. Travel and per diem expenses will NOT be authorized for the contractor. Work to begin on/about July 2013. Clarification of Service to be provided: Contractor will submit evidence of education, skills and abilities that indicate adequate knowledge of OSHA respirator program requirements and ability to fit test in compliance with same as well as knowledge on the 3M PAPR. Contractor will be given a listing of Nurse Managers/Supervisors and will contact each one to arrange for in situ fit testing in each of their respective areas. Contractor will provide service for all work shifts (24/7). Contractor may be required to follow up numerous times to capture and fit test all applicable employees in their work areas. In addition to fit testing in each work area, several class room, scheduled times will be made available to fit test employees who may present following advertised schedules. Contractor may be required to travel to clinics remote from the VA hospital or leased facilities to fit test. Service will include completing an excel spreadsheet as determined by VA, providing each employee with OSHA mandated medical certification questionnaire, collecting the completed questionnaire(s) in a sealed container (without review) and providing to VA POC. The Contractor shall provide cards that will meet the VA's criteria in terms of: color, shape, design and content. The cards shall also be laminated and delivered to the COR no later than two weeks following the fit testing. Service is to include training on the 3M Airmate Powered-air purifying respirator for employees who fail N95 fit testing. A worksheet will be provided by VA for completion by Contractor for each employee. The worksheet will identify information on each employee, i.e. fit test, training, etc. The Contractor will be reimbursed by number of employees fit tested/PAPR trained without regard to time expended. Estimated: 600 - 700 employees The NAICS code is 621399 with Small Business size of $7.0 million. The solicitation document, VA261-13-Q-1167, will be posted on/about May 23, 2013.
