- Brand Name Determination Combined Synopsis/Solicitation HQ0727-13-Q-J002 Projet® 460 Plus 3D Printer, manufactured by 3D Systems This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The North American Industrial Classification System (NAICS) Code is 33418 with a small business size standard of 1,000 employees. The Government requests a quote for the following requirements: Projet® 460 Plus 3D Printer, manufactured by 3D Systems DMEA develops Circuit Card Assemblies (CCA) that are placed in enclosures. 3D printers can be used to produce prototype enclosures. The prototype enclosures can be used to perform fit-checks of the circuit card and provide protection for the CCAs during system integration and test. The contractor shall provide a 3D printer meeting the specifications outlined below and training on the use of the 3D printer. The contractor shall include initial consumable materials with the delivery of the 3D printer and a source of supply for all consumables. The contractor shall provide documentation necessary for maintenance and upkeep of the 3D printer and advise of the availability of continued maintenance agreement. 3D Printer Requirements: General Requirements - the 3D printer must have the following features: maximum time to print full envelope: 24 hours, standard power interface: 110-220VAC/20A, standard PC interface: USB/Ethernet/WiFi, standard file format:.STL. Printed Article Requirements - the end product of the print process must meet the following: minimum color depth: 8-bit (>=256 colors), minimum build envelope: 200mm x 200mm x 200mm, minimum feature size: 0.2mm, maximum layer thickness: 0.1mm. By-Products of the Print Process - the by-product or waste disposal resulting from the print process must meet the following: all-in-one unit (no separate by-product removal equipment), by-products are inert and can be disposed of without waste or air permit. Training: Training shall be conducted at DMEA after delivery. Training shall cover the following areas: system hardware and software, programming interface, preventative maintenance, troubleshooting, repair, diagnostics and calibration. Calibration Check: The contractor shall perform a calibration check one (1) year after the 3D printer is installed. Warranty: The contractor shall provide system warranty for one (1) year after equipment installation. Delivery: The Contractor shall deliver the 3D printer to the DMEA facility located at: DMEA/MEAC, Attn: Joe Brown, 4234 54th Street, Room 134, McClellan, CA 95652-2100 Submitted quotes must be complete, respond directly to the requirements of this RFQ, and identify the lead/delivery time in terms of number of days after receipt of the order. To be considered responsive, offerors must comply with all instructions contained herein. The Government will evaluate quotes utilizing the Lowest-Price-Technically-Acceptable (LPTA) evaluation criteria. Technical Acceptability shall be evaluated as acceptable or not acceptable. Price evaluation shall be based on the lowest reasonable, balanced, and overall evaluated price. Offerors should make diligent efforts to submit fairly priced quotes as each offeror's quoted price will be evaluated for reasonableness. Evaluation of quotes may be made without discussions. The Government intends to award a firm-fixed price purchase order to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government. The applicable clauses/provisions are those in effect through Federal Acquisition Regulation (FAR) Circular 2005-66, Effective 1 April 2013 and the Defense Federal Acquisition Regulations (DFARS) current to DPN 20130516 effective 19 April 2013. Quotations shall be valid for a minimum of 60 days. Only firm-fixed price offers will be evaluated. Responses are due not later than 3:00 p.m. P.S.T. on 12 June 2013.
