- Amendment #0001 INDEFINITE DELIVERY CONTRACT FOR PROFESSIONAL LAND SURVEYING SERVICES WITHIN THE CHICAGO DISTRICT AND GREAT LAKES AND OHIO RIVER DIVISION 1. CONTRACT INFORMATION: By this FBO Notice, the US Army Corps of Engineers, Chicago District announces its intention to procure Professional Land Surveying Services in accordance with Public Law (PL) 92-582 (the Brooks Act) and Federal Acquisition Regulation (FAR) Part 36. The contract type selected for this procurement is a Firm-Fixed-Price, Indefinite Delivery Contract. One contract is anticipated and will be awarded for these services. The contract period is not to exceed 5 years, which will consist of one (1) base year and four (4) 1 year options. The contract will have a total capacity not to exceed $2,500,000.00. The government may advance options early to increase capacity where necessary; however the capacity over the entire contract period will not exceed $2,500,000.00. Work will be issued by negotiated firm-fixed-price task orders not to exceed this maximum limit. The estimated contract award is summer 2013. Project work will be performed within the Chicago District's boundaries (Northeast Illinois and Northwest Indiana). Work may also be performed for other projects within the boundaries of the Great Lakes and Ohio River Division, which includes all or parts of the following 17 states: Minnesota, Wisconsin, Illinois, Indiana, Ohio, Kentucky, New York, Pennsylvania, West Virginia, Tennessee, Alabama, Mississippi, Georgia, Michigan, North Carolina, South Carolina, and Virginia. Work may also be performed within Illinois and Wisconsin within the boundaries of the Rock Island District. Competition for this procurement is restricted to SMALL BUSINESS CONCERNS. The winning small business contractor will be required to comply with the subcontracting limitations as set forth by the FAR Clause 52.219-14 "LIMITATIONS ON SUBCONTRACTING, wherein stated in pertinent part, " Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." The North American Industrial Classification System code for this procurement is 541370, which has a small business size standard of $14,000,000 in dollars. Project services are applicable to the Service Contract Act (FAR 22.10). To be eligible for a contract award, the Contractor must be registered in the System for Award Management. Registration is free and can be accessed at: http://www.sam.gov. 2. PROJECT INFORMATION: The work consists of surveying services, primarily including: Boundary and ROW surveys, topographic surveys, bathymetric/hydrographic surveys, control surveys, and monitoring surveys. 3. SELECTION CRITERIA: Firms must demonstrate in their submittal the ability to meet the selection criteria. The selection criteria are listed below in descending order of importance (first by major criteria and then by each sub-criterion). Criteria "a through d" are primary factors. Criteria "e" and "f" are secondary factors and will only be used as tie-breakers among firms that are essentially technically equal. a. Specialized Experience and Technical Competence ( all items enclosed in the parenthesis at the sub criterion must be addressed in the contractor's submittal, e.g. wherein stated at para i. "to include plats of survey and legal descriptions"): i. Experience of the firm and its consultants in Land Surveying services consisting of: Boundary and ROW surveys (to include plats of survey and legal descriptions); Topographic surveys; Control surveys (to include NGS, OPUS/OPUS-DB and GPS campaigns/control networks); 3-D laser scan surveys; Monitoring surveys; Construction staking surveys; and utility surveys. ii. Experience of the firm and its consultants in Land Surveying services consisting of Bathymetric/Hydrographic surveys (to include Single-beam surveys, Multi-beam surveys, River cross-sections and Side Scan Sonar). iii. Demonstrated experience of the firm and its consultants in Land Surveying services in working with all the following: State Plane coordinate systems; NAD83 and NAD27 horizontal datums; NAVD88, NGVD29, IGLD85, IGLD55, LWD, and CCD vertical datums; CADD/GIS (Microstation- Inroads Survey, AutoCAD Civil 3D, ESRI, ArcMap); and A/E/C CADD Standards. iv. Ability of the firm and its consultants to create and produce digital files from the following data collection: CADD files (to include Microstation V8 or higher/Inroads Survey and AutoCAD Civil 3D 2011 or higher); GIS files/ESRI products; ASCII files; DTM (Digital Terrain Model) files; Laser scan data (point clouds); and Metadata - ISO 19115 or FGDC compliant. b. Professional Qualifications: i. The firm and its consultants shall provide supporting documents to demonstrate Registration as Professional Land Surveyors in the states of Illinois and/or Indiana. ii. The firm and its consultants shall demonstrate experience with Corps criteria for survey services, as outlined within the following Engineer Manuals: • Survey Markers and Monumentation, EM 1110-1-1002, March 2012 • NAVSTAR Global Positioning System Surveying, EM 1110-1-1003, February 2011 • Control and Topographic Surveying, EM 1110-1-1005, January 2007 • Standards and Procedures for Referencing Project Elevation Grades to Nationwide Vertical Datums, December 2010 • Structural Deformation Surveying, EM 1110-2-1009, June 2002 • Hydrographic Surveying, EM 1110-2-1003, January 2002 • Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data, CI/ASCE 38-02. c. Capacity to Accomplish the Work: The firm shall demonstrate its ability to simultaneously perform two $250,000.00 work orders within a 6-month period. The evaluation will consider the capability of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. d. Past Performance: The firm's past performance on DOD and other contracts will be assessed with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. POC's for example projects may be contacted. ACASS for any key firms may be reviewed. e. Equitable Distribution of DOD Contracts: The firm's Volume of DoD A-E contract awards in the last 12 months, with the objective of effecting an equitable distribution of DOD A-E contracts among qualified firms, including small businesses will be assessed for tie breaker purposes. f. Geographic Proximity: The proximity of the primary firm's location to the Chicago District Boundaries will be taken into account for tie breaker purposes. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit five (5) copies of SF 330 Part I, and five (5) copies of SF 330 Part II for the prime firm and all consultants, to Attention: Elizabeth Newell, US Army Corps of Engineers, Chicago District, 111 North Canal Street, Suite 600, Chicago, IL 60606 not later than 4:00 PM on the response date indicated above. Solicitation packages are not provided. This is not a request for proposal. The SF 330 Part I shall not exceed 50 pages (8.5" x 11"), including no more than 10 pages for Section H. Each side of a sheet of paper bearing text or image is a page. Use no smaller than 10 font type. Include the firm's DUNS number in SF 330, Part I, Section H. In SF 330, Part I, Section H indicate the estimated percentage involvement of each firm on the proposed team. In Section H, describe the firm's overall design quality management plan (DQMP), organization chart, and description of capabilities. A project-specific design quality control plan must be prepared and approved by the Government through task orders, but is not required with this submission. Equipment to be utilized on the project should be included in Section H on SF 330. Firms shall indicate if the equipment is owned or leased and indicate QC procedures to indicate how proper calibration procedures is ensured. Firms may be rejected for incomplete or missing SF 330s. Blocks E and G of Part I must include only individuals proposed to perform the anticipated work, including all subcontractors or consultants, in the appropriate columns, and should not include persons that will not actually do the work. Block E must clearly show if individuals are full-time, consultants, or free-lance. Do not include promotional brochures, advertisements, or other extraneous material in a submission, such as prices, as this is not a request for proposal. Include the firm's point of contact, e-mail address, telephone number, and facsimile number in the submittal. Joint ventures shall submit the following additional documentation of the evidence of a joint venture entity: 1) Firms shall provide a copy of a legally binding joint venture agreement, and 2) Identification of the party who can legally bind the joint venture. If credit for the experience and past performance of key subcontractors is desired, copies of original letters of commitment shall be submitted. Firms responding to this announcement before the closing date will be considered for selection. FAXIMILE OR EMAIL TRANSMISSIONS WILL NOT BE ACCEPTED. THIS IS NOT A REQUEST FOR PROPOSAL. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered the most highly qualified will be chosen for negotiation. Selection of firms for negotiation shall be made in order of preference based on demonstrated competence and qualifications necessary to satisfy the performance in accordance with the specific selection criteria listed in the announcement.
