Description
PERFORMANCE WORK STATEMENT (PWS) PRE-DEPLOYMENT TRAINING 1.0 Scope. The 22nd Marine Expeditionary Unit (22 MEU), II Marine Expeditionary Force (II MEF) requires contracted support to provide its personnel with development, sustainment, refinement and enhancement of their existing skill sets. Deploying MEUs provide Combatant Commanders with a forward deployed, sea based Marine Air Ground Task Force that is inherently balanced, sustainable, flexible, responsive, expandable and credible. MEUs provide a focused forward presence and rapid crisis response option that is capable of rapid planning, coordination and execution of a broad array of Conventional, Theater Security Cooperation (TSC), Security Force Assistance (SFA), Foreign Internal Defense (FID) operations and taskings as part of their broadening multinational responsibilities supporting their organizational Mission Essential Task List (METL). As an operational expeditionary unit providing personnel to support their various combat and special purpose assignments, 22 MEU, II MEF requires consolidated manpower, materials and facilities support to further its ability to sustain, refine and enhance their force's basic to advanced proficiency levels in selected tasks and to enhance the existing multifaceted capabilities of their Command. This outsourced training will include subject matter expertise (SME) / instruction (in multiple disciplines), materials, facilities and miscellaneous support. 2.0 Applicable Documents and References. 2.1 FM 3-05.221 (Special Forces Advanced Urban Combat Field Manual) 2.2 NAVMC 3500.55 (Recon Training & Readiness Manual) 2.3 DoD 5100.76-M (Physical Security Manual) 2.4 Special Operations Forces Nutrition Guide 3.0 Requirements. The contractor shall provide a nine (9) consecutive day training package at a contractor provided location that satisfies all requirements of the PWS. The Government requires performance starting no earlier than 30 May 2013 and ending no later than 11 June 2013. Quoters shall offer a period of performance to fit within this time period. The training site shall be no more than a 15 hour drive time or 950 miles from Camp Lejeune, NC. Unit requires a training site that can provide all of the consolidated resources (personnel, materials, facilities, ranges and training areas) within a 10 minute walk (or a 10 minute drive if the contractor will provide shuttle services of students) of the billeting area to enhance the individual and collective team level skills of the force being trained. Individual, Team, Platoon Standard Operating Procedures (SOPs) and Tactics, Techniques, and Procedures (TTPs) will be refined and validated upon completion of the training package. Contractor provided training site will be utilized IOT minimize the cost of Transportation of Personnel and Things (TOP/TOT) within the designated period of performance parameter and be executed in such a manner that maximizes the training time the MEU has available to exercise and accomplish its interoperable and time sensitive training objectives for the 170 person force being trained in the following discipline specific areas. 3.1 Three (3) Day Train the Trainer Training (for 170 students) syllabus designed to provide students with the learned ability to operate, instruct and demonstrate Subject Matter Expert (SME) levels of proficiency in the subjects they may be tasked with providing in search of Theater Security Cooperation (TSC), Security Force Assistance (SFA) and Foreign Internal Defense (FID) like profiles. Syllabus shall include Adult Learning Theories, Principals, Techniques, Procedures, Methodology and those professional applications surrounding the instruction, assistance, mentorship and rapport building necessary for the successful execution of these types of assignments. 3.1.1 Instructor to student ratio shall be 1:10 in order to provide combined assessment and performance evaluated blocks of academic curricula, demonstration, practical application and proficiency evaluations to ensure MEU personnel are able to develop, sustain and enhance their skills in support of the following performance objectives; 3.1.1.1 Theories, Principles & Techniques of Adult Learning 3.1.1.2 Needs Analysis System 3.1.1.3 Writing Instructional / Training Objectives 3.1.1.3.1 Task Analysis / Determining Course Content 3.1.1.3.2 Selecting Effective Methods and Training Strategies 3.1.1.3.3 Creation of Lesson Plans 3.1.1.4 Survey and Selection of Requisite Classroom, Ranges and Training Areas 3.1.1.5 Establishing a Good Climate for Learning 3.1.1.5.1 Expedient Classrooms / Effective Set-up 3.1.1.5.2 Professional Use of Audio-visual / Other Training Aids 3.1.1.6 Developing Courses of Fire, Exercises and Tests / Evaluations 3.1.1.7 Administering Exercises and Evaluations 3.1.1.8 Professional Platform Presentation Techniques 3.1.1.8.1 Management & Dealing with Personal Nervousness 3.1.1.8.2 Effective Time Management During Instruction 3.1.1.8.3 Promoting Learner Participation 3.1.1.8.4 Gaining and maintaining Student Attention / Interest 3.1.1.8.5 Effective Use of Demonstrations / Demonstrators 3.1.1.8.6 Small Group Methodology 3.1.1.8.7 Group Reading and Adjustments 3.1.1.9 Rapport Building and Mentorship 3.1.1.9.1 Handling Problem Participants and Situations 3.1.1.9.2 Establishing Effective Relationships with Learners 3.1.1.9.3 Obtaining and Giving Productive Feedback on Learner Progress 3.1.1.9.4 Determining Diminishing Points of Return 3.1.1.9.5 Keeping Curricula Challenging, Competitive & Productive 3.1.1.10 Applications and Exercises 3.1.1.10.1 Teach-backs with Demonstrators, Assistants and Aids 3.1.1.10.2 Measuring Course Effectiveness 3.1.1.10.3 Revising Course Strategy / Delivery for Performance Dynamics 3.2 Three (3) days of Advanced Carbine / Assault Rifle training (for 170 students) to refine and enhance the fundamentals of combat carbine / assault rifle (M4 / M16) marksmanship in order to satisfy the FID Level Cadre knowledge and ability based training objectives of the force being trained. 3.2.1 Instructor to student ratio of 1:5 to provide combined assessment and performance evaluated courses of fire to sustain and enhance the requisite levels of knowledge, understanding and combat marksmanship skills in the below listed subjects. 3.2.2 Urban Combat Marksmanship instructors to assess, develop, refine and enhance basic performance levels per the reference to ensure demonstrated abilities of attending personnel are capable of progressing to the next phase of training IAW the performance objectives as listed below; 3.2.2.1 Weapons Safety and Manipulations / Weapons Handling review 3.2.2.2 Combat Mindset 3.2.2.3 Fundamentals of Combat Carbine / Rifle Marksmanship review 3.2.2.4 M4 Carbine / M16A2 / M16A4 Zero Confirmation & Co-witnessing Optically Aided Sighting Devices. This module shall complement the other discipline specific areas of the training package by providing necessary sustainment and SOP refinement training for these designated members of the force. 3.4.1 The Contractor shall employ the use of "Round Robin" training events that are designed to make further refinements and enhancements to Sniper related TTPs / SOPs and to minimize down time while maximizing the usage of the training time available 3.4.2 SME / Instructor to student ratio of 1:5 to provide combined assessment and performance evaluated exercises to develop, sustain and enhance the basic through advanced skills in the below listed subject areas. 3.4.2.1 Platform Specific Characteristics, Nomenclature and Functioning Seminar 3.4.2.2 Fundamentals Seminar 3.4.2.3 Scope Theory and Adjustment Seminar 3.4.2.4 Effects of the Weather Seminar 3.4.2.5 Ballistics Seminar 3.4.2.6 Cold Bore Theory Seminar 3.4.2.7 Range Obtainment Seminar 3.4.2.8 Range Card Seminar 3.4.2.9 Data Book Seminar 3.4.2.10 Sniper / Observer Dialogue Seminar 3.4.2.11 Wind Formula Seminar 3.4.2.12 Leads Seminar 3.4.2.13 Sniper / Observer courses of fire from ground level and elevated, over-watching dominating positions (Day / Night) 3.4.2.13.1 Known Distance (KD) Confirmation of Zero & Co- witnessing of Optically Aided Sighting Devices / AN/PVS-22 UNS / AN/PEQ-16 3.4.2.13.2 KD Data Collection / Data Confirmation out to 1000m (Movers, Bobbers, Stop & Goes out to 800m) 3.4.2.13.3 Unknown distance (UKD) courses of fire / exercises drills out to 1000m 3.4.2.13.4 Day / Night Elevated Platform courses of fire / exercises 3.4.2.13.5 UKD RCOS/Keyhole Designated Engagements 4.0 Contractor Provided SME/Instructor Minimum Qualification Requirements: 4.1 Contractor shall provide a copy of in-house Adult Learning Education policy that certifies their instructors to teach their respective subject matter. 4.2 Contractor shall provide formal course certification for the contractor's staff members that conduct this in-house training: 4.2.1 SME within USSOCOM or Special Missions Units in USSOCOM/USASOC/Marine Force Recon/NavSpecWar as an NCO, SNCO/CPO or Officer during the GWOT. 4.2.2 Medical SMEs shall be current or prior medic / corpsman qualified in one of the following MOS's / NEC's (18D/8491/8403/8425/PJ). Instructors considered highly qualified if they possess experience as an operator within Special Forces or Special Missions Units and have conducted operational profiles during GWOT. 4.2.3 Subject Matter Expertise (SME) in Combat Carbine / Assault Rifle Marksmanship and Operation 4.2.4 Subject Matter Expertise (SME) in the platform specific Foreign Weapons Marksmanship and Operation 4.2.5 Subject Matter Expertise (SME) in Sniper Marksmanship and Operations 5.0 Minimum Contractor Requirements: At a minimum, the contractor must make available the below listed Specialty Ranges, Target Arrays, Training Areas and Facilities to fulfill the multidiscipline training and logistical requirements of this PWS. 5.1 75yd range with multiple lanes - Pneumatic Remote Controlled Wilson 90o Combat Turner Pistol, Carbine and Rifle Range 5.2 150yd with multiple lanes - Pneumatic Decision Making/Tgt Discrimination Reactive Limited Exposure Turner, Multiple Headplate, Breastplate and Running Target Carbine and Rifle Range comprised of AR500-520 Brinell Steel, Runner Rails and Turning Target Arrays. Range shall be capable of providing individual firing lanes that present a variety of target choices and behaviors 5.3 300yd 270⁰ Multipurpose range that facilitates scenario focused Train the Trainer oriented simultaneous round robin stations as well as the execution of individual, team and detachment sized courses of fire and exercises. Range should also include adjacent two Multipurpose Towers between two (2) and five (5) stories that allow exercises / drills involving elevated / over-watching target engagements to be safely and efficiently exercised and which are de-conflicted for safety by the contractor. Range should have a variety of paper target stands and reactive steel targetry. 5.3.1 Adjoining Multipurpose Towers should have multi-level platforms with a variety of shooting positions available 5.4 1000m Known Distance (KD) Rifle Range with raised firing points to support sniper team confirmation of data and data compilation 5.5 1000m Unknown Distance (UKD) Rifle Range to support sniper team sustainment and refinement courses of fire. This range shall include an adjacent precision shooting tower, between two (2) to five (5) stories, overlooking a variety of reactive steel targetry and vehicle hulks. 5.6 Contractor's facility will possess DoD Compliant Arms, Ammunition Storage Rooms, Magazines and Bunkers IAW the DoD 5100.76-M (Physical Security Manual) 5.7 Contactor's facility will be an approved DoD/BATF Class V Receiving Authority 5.8 Contractor's facility shall not have any day/night/weekend noise restrictions due to the type of training to be conducted 6.0 Lodging / Billeting Requirements: 6.1 Contractor shall provide billeting to support a minimum of 170 students. A "billeting unit" consists of an open bay style building, hotel room, condominium, quarters, or temporary housing to accommodate lodging. If the lodging quoted consists of open bay style building(s), a minimum of one (1) semi-private room shall be available for two SNCOIC/OIC/VIP personnel, per billeting unit. Billeting shall be within a 10 minute walking distance or a 10 minute drive time if contractor is shuttling students to/from the training site. 6.1.1 Billeting units will have adequate shower, restroom and laundry facilities for 170 students. 6.1.2 Billeting units shall provide internet access. 6.1.3 Billeting units shall have team rooms large enough for gear stowage and with enough tables and chairs to accommodate the students 6.1.4 Billeting units shall have a minimum of one television with cable or satellite 6.2 The Contractor shall provide a dining facility large enough to serve scheduled meals for the 170 student force being trained within a 10 minute walk from the Billeting Units or a 10 minute drive if the contractor will provide shuttle services to the students. 6.3 Contractor's facility shall provide a gym complete with free weights, treadmills, and other appropriate weight lifting equipment in order to ensure physical fitness may be kept up during training 7.0 Minimum Contractor Material Requirements: The awarded contractor will provide; 7.1 All targetry materials to include stationary reactive steel, paper re-faces and specialty target arrays / systems 7.2 All designated Foreign Weapons Platforms and ammunition. 7.3 All USDAAT Models, Meds & Scenario Support Materials 8.0 Government provided Transportation, Items of Equipment and Materials. 8.1 Unit specific items of equipment will be provided by the unit per their organizational Table of Equipment, i.e.; 22 MEU issued load-out items: 8.2 Individual and Team Uniforms and Equipment per SOPs & TE (Night Vision, Body Armor, Magazines, Pouches, Optics, RCOS/Keyhole Suites, etc.) 8.3 M4 Carbine or M16 Assault Rifle and cleaning kit per student 8.4 All Sniper Rifles (Minimum of X8 Platforms) and their respective Optics (UNS, Spotters Scopes, Designators & RCOS / Keyhole Suites), SL3 components and cleaning kits 8.5 261,800 rds 5.56mm Ball 8.6 8,000 rds 7.62mm AA11 / M118LR Match 8.7 Transportation of personnel and things to the awarded contractor's training complex 9.0 Student Meals. The contractor will provide full hot breakfasts and full hot dinners for the attending students of the force being trained. This includes dinner for arrival and breakfast for departure days. These meals must be in compliance with the Special Operations Forces Nutrition Guide and shall supply a balanced diet to maintain essential performance required for the training activities and also satisfy the following: 9.1 Breakfast - full hot breakfast consisting of a balance of proteins, carbohydrates, and fats sufficient to sustain a student for training and in compliance with a 2500-3000 calorie diet. 9.2 Dinner - full hot dinner, consisting of a balance of proteins, carbohydrates, and fats sufficient to sustain a student for training and in compliance with a 2500-3000 calorie diet. 10.0 Proximity to Operational Military Air Base. This is not a minimum technical requirement, but will be evaluated favorably if offerors respond with such information. Proximity to an operational Military Air Base is favorable in order to facilitate the arrival, departure, rest, refit, and refueling requirements of a KC-130 aircraft providing TOP/TOT of the force being trained. The Government may conduct jump training in conjunction with the contracted training if feasible. The jump training will be concurrent with the training identified in this PWS; however, it will be conducted outside of the resulting contract. Offerors should respond with details regarding nearby operational military air bases and the distance between the contracted training site and such air base.
