- NASA/LARC is hereby soliciting information about potential 8(a) sources for a single contract to provide support services for Quality Assurance, Safety and Inspection Support functions. This includes supporting existing programs and activities necessary to provide a safe environment, as well as new and evolving safety approaches such as LaRCs new Culture of Caring campaign, for more than 3000 personnel (civil servants and contractors) that work: in offices, research laboratories, industrial fabrication facilities, with the production and distribution of high energy, in high energy test facilities and repairing, modifying installing or constructing equipment or facilities. It also is soliciting services to support the safety and mission assurance activities associated with the design fabrication, assembly, test, and delivery of space flight quality hardware. The support being sought with regard to facilities and industrial activities include but are not limited to: occupational safety and industrial hygiene; facility systems safety, risk and hazard assessments; emergency preparedness, and fire & life safety program. The space flight activities include but are not limited to systems safety analyses, hazard analyses, reliability and maintainability analyses, quality assurance assessments, risk management, product assurance, and software quality assurance. The quality assurance support being sought includes but is not limited to receipt inspection, fabrication and assembly in-process inspection, final inspections and packaging and delivery inspection. Additionally, services are required for Inspection and Quality Assurance (IQA) which includes a variety of quality assurance support services to insure Langley Research Centers (LaRC) aeronautical/aerospace research facilities and institutional infrastructure are installed and maintained in accordance with the standards of quality that are specified by its contracts and facility management programs. The IQA services include, but are not limited to: review and data collection to ensure that Langleys facilities continue to be operated, maintained and engineered in accordance with NASA and LaRC mandates, specifications, and contract requirements. The IQA services will directly support both Langleys goal in maintaining the Langley Management System (LMS) ISO 9001:2000/AS9100 certification and its recognition as an OSHA Voluntary Protection Program (VPP) Star site. The IQA services will provide support to the government in monitoring its numerous contracts for constructing, maintaining and operating its facilities including all activities of the research operations, maintenance, engineering and all facility or research related construction projects. While the majority of work is directly in support of LaRC at the Center, other industry partners and Government agencies may be supported, occasionally at remote sites. The Contractor shall furnish all personnel, training (except as specifically specified in this contract, equipment materials, transportation, and management necessary to perform the following inspection and quality assurance functions: a) Construction contract inspection and management services for compliance with applicable specifications and contract terms and conditions; b) Research and Central Utilities Facilities operations procedure and documentation review; c) Verification and inspection of research and institutional facility maintenance, repairs, modification, construction and system development; d) Verification of documentation and instrumentation calibration and repair including instrumentation metrology and data systems maintenance and documentation; e)Constructability and maintainability reviews of proposed research and institutional facility and systems engineering designs or maintenance changes; f) Evaluation of OME-related IT services including administration, planning, development maintenance and project management and deployment; g) X-ray monitoring operations; h) Independent inspection and certification of elevator equipment; i) Financial and labor data and cost tracking/monitoring. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offertorys responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 5 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: 1) name and address of firm: size of business; average annual revenue for past 3 years; number of employees; ownership; whether they are large or any category of small business; number of years in business; 2) affiliate information: parent company; joint venture partners; potential teaming partners; prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed; contract numbers; contract type; dollar value of each procurement; 3) and, preferred point of contact - address and phone number. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
