- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The title for this request for quotation, "Portable Radiation Instrument Calibration and Repair Services" shall be referenced on any quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52. The U.S. Environmental Protection Agency (EPA), National Center for Radiation Field Operations (NCRFO), requires calibration of radiation protection instrumentation. Included are a variety of rate and integrating devices for beta, proton and neutron radiations and monitors for surface contamination (alpha, beta and photon). These instruments are currently in EPA's inventory for emergency response and Superfund support activities. All offerors must be able to meet the ceiling amounts set forth in the Statement of Work. Any firm believing itself to be capable of meeting EPA's requirement, as stated herein and in the Statement of Work, may submit a quote, which, if received by the response date and time of this announcement shall be considered. The Government anticipates issue of a firm-fixed price (by line item) indefinite delivery/indefinite quantity (ID/IQ) purchase order for this requirement. The anticipated period of performance will be 7/16/2013 - 7/15/2014 with four option years. Award basis: The Government will make award to the responsive, responsible firm whose quotation is most advantageous to the Government at the lowest price technically acceptable. ***Questions related to this submission shall be emailed to the Contracting Officer, Ben Shih, at shih.benjamin@epa.gov no later than 4:00 pm, EST, May 30, 2013.*** Prospective sources are reminded that an award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database in accordance with FAR 4.11.
