Description
NOTE: The Solicitation Number is revised from SPE4A2-13-R-0005 to SPM4A2-13-R-0008 and has been posted to DLA Internet Bid Board (DIBBS). This Defense Logistics Agency requirement is for supply support with associated supply chain management of the F/A-18 population of items, solicited as an unrestricted initiative. The solicitation specifies the contractor shall utilize its supply chain network to plan,obtain, and maintain sufficient inventory necessary to meet customer demands for worldwide and Foreign Military Sales (FMS). The list of National Stock Number (NSN) items is attached. The supply chain support includes demand planning and forecasting, purchasing, inventory management, quality control, receipt, storage, warehousing, packaging & transportation coordination. The acquisition is an Indefinite Delivery Indefinite Quantity Firm Fixed-Price type contract. The term will be a five-year base period with one, three-year option period. The total duration (base plus option period) shall not exceed eight years. All responsible sources may submit a proposal which shall be considered by the Agency. Subject acquisition is a best value trade-off source selection. Non-price factors identified in the RFP, when combined, are approximately more important than price. The solicitation will be available at https://www.dibbs.bsm.dla.mil/RFP/ on its issue date on or around 09 May 2013 and will close approximately 60 days thereafter. Hard copies will not be available. Surplus dealers, small business dealers and distributors (having existing stock of surplus or newly manufactured material) are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. In addition, respondents should identify quantity available and price. The government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the government. PRE-PROPOSAL CONFERENCE NOTICE See the attached notice regarding the Pre-Proposal Conference sheduled for 29 May 2013 at Defense Logistics Agency (DLA) Aviation in Richmond Virginia.
