- Combined Synopsis/Solicitation For Virtual Reality Training RFP 2013-N-15050 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation (2013-N-15050) is being issued as a Request for Proposal. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). This requirement is a Small Business set-aside and only qualified offerors may submit proposals. 3. The North American Industry Classification System (NAICS) code is 541511 - CUSTOM COMPUTER PROGRAMMING SERVICES (Size standard $25,500,000.00). Offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov, in order to be considered for award. 4. Line Items: 001 Virtual Reality Training Phase III Work is to be performed in accordance with the attached statement of work. 06/18/2013 to 06/17/2014 002 Option 1 Virtual Reality Training Phase III 06/18/2014 to 06/17/2015 003 Option 2 Virtual Reality Training Phase III 06/18/2015 to 06/17/2016 004 Option 3 Virtual Reality Training Phase III 06/18/2016 to 06/17/2017 5. Description of services: This requirement is for phase III of "Protecting the health, safety, and resilience of deployed staff" for the CDC's WorkLife Wellness Office (See Attached PWS). The purpose of this project is to develop a customized, performance-based, experiential training product using state-of-the-art Virtual Reality software and technology with the aim of providing users a close approximation of experience likely to what they might encounter in the field during an emergency response. The objective is to enhance deployable staff training by safely experiencing potentially-stressful sights, sounds and smells in scenarios as well as mitigating against the possibility of trauma-related psychological harm. a. This combined synopsis & solicitation notice is a request for competitive proposals. All proposals received prior to the RFP close date will be considered by the CDC. 6. The Government intends to evaluate offers and reserves the right to award a contract without discussions. Therefore, the initial offer should contain the offeror's best terms from a technical and price standpoint. The Government will award a single contract as a result of this RFP to the offeror whose proposal is considered to be the best value and most advantageous to the Government. All non-price factors when combined (i.e., technical capability and past performance) are significantly more important than price. 7. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. The Government contemplates an award of a Firm Fixed Priced contract as a result of this solicitation. 8. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. (Accessible at the FAR Site, http://www.acquisition.gov/far/) 9. Submit the following documents in response to this RFP in two separate documents (Volume 1-Technical Proposal and Volume 2-Business Proposal) accordance to the attached proposal instructions: a. Proposal Cover Page (Appendix A) b. Technical Capability Proposal (Instructions at Appendix B) c. Business (Price) Proposal (Instructions Appendix C) NOTE: The Technical Proposal (20 page maximum) and Business (pricing) Proposal should be submitted as separate documents. 10. Offers are due on June 3rd, 2013 12:00 PM EST. a. All questions/inquiries must be submitted to the contract officer via electronic mail (e-mail) not later than 12:00 PM EST on May 10, 2013. Inquiries submitted via telephone calls will be re-directed to an e-mail submission. b. Submit offers and/or any questions to the attention of Dylan Sorensen via email to: DSorensen@cdc.gov. c. Offerors who fail to complete and submit the requirements of this combined synopsis/solicitation may be considered non-responsive. Late proposals will not be accepted.
