Description
Unmanned Aircraft System (UAS) Technical and Engineering Support MARKET SURVEY ANNOUNCEMENT 22 May 2013 1. Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement for Unmanned Aircraft System (UAS) Technical and Engineering Support as outlined in the Draft Statement of Work (SOW). The Unmanned Aircraft System (UAS) Technical and Engineering Support will be supporting the Navigation Team at the William J. Hughes Technical Center in Atlantic City, NJ. 2. Incumbent Contractor N/A 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time. The FAA anticipates the procurement to be set-aside for competition among small business concerns. This determination for the level of competition will be based on the results of the market survey. 4. Standard Language Interested companies are reminded that (a) This is not a Screening Information Request (SIR) or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor s expense 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 541330 (Engineering Services) with an applicable size standard of $14 Million. 6. Submittal Requirements for Market Survey Interested companies are required to submit the following: (a) Capability Statement Submit a summary of your firm s capability in meeting the FAA s requirement as described in the attached Draft SOW. Please include: (i) comments on the requirement (where appropriate), (ii) the company s technical approach to the type of work described in the attached draft SOW, (iii) corporate experience with this type of work, (iv) any additional information to assist the FAA in planning the acquisition strategy The capability statement should not exceed five (5) pages in length. (b) Business Declaration Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. 7. Delivery of Submittals All submittals must be received via email at Stephen.Jenniss@faa.gov no later than 4 PM (EST) on June 5, 2013. Vendors must contact the Contracting Officer, Stephen Jenniss, with any questions regarding this market survey at the email address above; phone calls will not be accepted. 8. Other (a) The FAA expects to issue the final solicitation in 2013. Vendors are cautioned that the FAA may distribute the Request for Proposal (RFP) only to those vendors considered capable based on the results of this market survey announcement. (b) The onus for demonstrating capability lies with the potential offerors. Offerors will be deemed incapable if the FAA can not reasonably expect the offeror to successfully achieve the objectives. Firms that are determined to be incapable will be notified in writing and eliminated from further consideration. (c) The FAA will not be conducting a site visit prior to submittals in response to this market survey announcement. (d) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. (e) The FAA anticipates releasing the SIR in the months to follow the Market Survey. 9.
