Description
This is a notice of intent to procure a single source contract with PacStar Communications, Inc, 15055 SW Sequoia Pkwy, Suite 100, Portland OR 97224-7973 for the purchase, installation, and deployment of a PACStar 4400 Modular Communications Access Package for the Kansas National Guard. It is anticipated that the contract will be awarded pursuant to FAR 6.302-1 "Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements." PacStar Communications is a Small business and this procurement is being made under NAICS Code 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, Size standard is 750 employees. PacStar Communications is the only known vendor who can provide the Modular Communications Access Package that meets the specification required for the Kansas National Guard in Topeka Kansas. Other small businesses that believe they can provide a Modular Communications Access Package that meets the specification required may identify their interest, in writing, to the Government point of contact. Convincing evidence of your ability to provide the specified Communications Access Pack and your response to this notice must be received no later than 12:00 PM CDT, May 30, 2013. Any notifications should include a price quote for the products that are being proposed as well as information on prior sales of a similar system including points of contact information for prior customers. The Specific Items of this Modular Communications Access Package include the following: Description Quantity Unit of Measure PS-440 consisting of: PacStar 4400 Central Electronics Module (CEM) which includes an AC/DC UPS Worldwide Power Supply with Battery back-up with approx. 1 hr run time. Includes 5915 Router, i5 Server with Fail to Wire and Virtual Riverbed 250H, 12 port 3560 switch. System includes IQ-Core SW for simplified system set-up and management 1 EA EXE-3560 12 Port Switch Module 1 EA Custom Carbon Fiber Transit Case 1 EA Standard Service Plan includes Toll-Free 7 x 24 Technical phone support, Hardware/Firmware Maintenance, Software Maintenance, E-mail Support 1 EA Description Quantity Unit of Measure Ku-Band 1.2M auto-acquite VSAT flyaway system withiDirect iConnex e800 modem, and (4) LAN ports, 25W and 40W SSPA available. Includes 3 days onsite (Topeka Kansas) operator training. 1 EA Service to include: Installation, configuration of PSP and Termination Bundle at Topeka Kansas National Guard Building. Costs includes Travel and Per Diem 1 EA Termination Bundle to include: PacStar Termination Bundle for 4400. 1 EA RIVERBED for Headend to include: Steelhead CXA 755 B010 with RiOS (with 4 onboard GbE ports) 1 EA License Steelhead CXA 755-L, 10Mbps, 900 conn 1 EA Cable Power cord, North America 1 EA The PacStar system meets the following agency requirements: A small communication kit that supports initial and temporary deployment of teams into forward operating areas. The kit is intended to support 8-20 users per network. It must include an integrated server with Fail-to-Wire and comprehensive Network Management Interface (NMS). The kit is to be compatible with any IP enabled backhaul communication vector (e.g. SATCOM, BGAN, cellular, etc...) Additional performance features required by the CEM as part of the overall capability to operate as an advanced portable communications network are: PBX support for VoIP and PSTN interoperability; support LAN, WAN, and Internet capabilities for up to 20 users; have two enclaves that may be reconfigured to SIPR and NIPR as needed (or may run as a single enclave. CEM should be composed of COTS equipment reducing cost and easing procurement and support issues. The detail technical specifications required for the overall single CEM and sub portions of the CEM is as follows: The solution shall be capable of supporting a Colorless Core Architecture. It must be able to expand to up to three networks with addition of routed enclaves as required. The solution shall scale from 8 users per network to 20 users per network via the addition of switch modules. The solution shall support VOIP, VOSIP, and data on each network. System must support at least 40 Mbps of routed IP traffic and IPsec virtual private network (VPN) in each router. The system shall provide PoE capability for each network and switch module as required. Total PoE load is not to exceed 75W. The Common Electronics Module shall include an integrated server platform that is capable of utilizing VMware to simultaneously host; Network Management Softare (NMS), Riverbed Virtual Steelhead with Fail to Wire, and Cisco CUCM 8.6 (50 users). The Common Electronics Modules shall contain an integrated hardware Fail to Wire capability to work in conjunction with the Riverbed Virtual Steelhead to enable by-pass in the event of a hardware or software failure. For IA reasons all servers must utilize user removable solid state storage. Routers shall have a user accessible zeroize function. At a minimum this function will ensure that each bit in memory is set to zero and set to one at least once. The solution must include NMS capable of providing real time dashboard status displays for all network devices in the kit: up/down state red light / green light, WAN/LAN bandwidth utilization, back-up and restore configuration with auto back-up prior to any configuration change, easy to use wizards, open / shut ports on the Cisco 5915 router, and Cisco Switch. The equipment management software shall include a transmission page, diagnostics, and password management. The solution shall be compatible with any IP enabled back haul communication vector. This could include, but not be limited to, SATCOM, BGAN, and Cellular. The solution must include an auto-sensing power system/UPS that can switch between alternating current (90-264V / 47-63Hz), external DC (10 - 36V), and internal batteries. This power system shall be capable of providing power to the solution. The external outputs shall be 12VDC @ 300 Watt (non-derated) to power the equipment of the solution, and 48VDC @ 100 Watt (non-derated) to power PoE devices. The internal battery system shall provide 270 Watt-hours (non-derated) of backup power for a nominal life span of 50 minutes. To meet mobility and environmental constrains, the system must: Operate in an austere environment with dust, heat, and humidity Meet MIL-STD-810 for temperature operating range of 0-50 degrees Celsius and certification for transport vibration and drop. CEM must include ability to expand user ports with addition of an extra small form factor switch. Extra switch must power off of CEM to reduce need to additional batteries and power source. User manuals shall be provided for all equipment. Any changes to this posting shall be authorized only by the Contracting Officer and will be issued by written addendum.
