- In accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, the Federal Bureau of Prisons (FBOP), Federal Correctional Institution, Elkton, Ohio intends to negotiate on a sole source basis with JCore, LLC, 3200 Rockmart Road, Rockmart, GA 30153 for the following equipment: A Varmatic Light master System Unit 150KVA, Three Phase (480V) (UL approved equipment) with weatherproof enclosure. This is not a Request for Proposal or Quote. Please do not request a copy of a solicitation. This announcement constitutes the only notification by the FBOP, FCI Elkton, Ohio. The North American Industry Classification System code is 335122 with a small business size standard of 500 employees. The requirement for the FBOP is the purchase of the system and installation. The system will be used to fulfill the FBOP's requirement for energy conservation. This system will reduce energy without losing the light output on the high mast lights. The product for reducing power consumption shall not be typed a dimmer type of product meaning that it will reduce power but also reduce the amount of light. The product shall have proprietary circuitry that constantly monitors the power to maintain the lighting load within manufacturer's specifications for the lighting load and through this optimization, the product shall maintain 20-30% savings in power consumption and an equivalent reduction in greenhouse gasses, with no visible reduction in lumens. The product shall be a sub panel voltage optimizer system. It is fully automatic and has features such as voltage and current sensing and automatic bypass, as well as metering and indication as a standard. It's been specifically designed for LIGHTING of magnetic ballast, metal halide and high pressure sodium commonly referred to as commercial lighting. Again as the optimization is specifically targeted at this load savings are greater (generally 20-30%). This will be a firm fixed price contract. Any vendor that believes it can meet the requirements may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Be advised that this notice does not constitute an obligation upon the Government to pursue follow-on contract action, in part or whole, with potential vendors. If no responses are received, the Government will proceed with the sole source acquisition to JCore, LLC.
