- SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) FA8601-13-T-0154-SS The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio is seeking potential sources including small business (SB), 8(a), HUBZone, Service-Disabled Veteran-Owned (SDVO)), and Economically-Disadvantaged Women-Owned (EDWO) small businesses that are capable of providing a Vacuum-Assisted Breast Biopsy System. Firms responding shall specify that their company meets the specifications provided below and provide detailed product information to show clear capability. Additionally, sales history including recent commercial companies sold to should be included to determine product commerciality. Technical Specifications: The Diagnostic Imaging department at Wright-Patterson Medical Center is requesting a Vacuum-Assisted Breast Biopsy System for dedicated use in the Ultrasound section. Instrumentation Minimum Requirements: 1. Must acquire tissue samples in a manner which will facilitate quick procedure time length. 2. Must be able to deliver local anesthetic without procedure interruption. 3. Must be a fully closed system to reduce contamination risk. 4. Console must be simple and user-friendly requiring no/minimal software to program or operate. 5. Must be 110V. 6. Dimensions of equipment: Must be within a size to provide mobility of unit. Instrument Install and Training Support: 1. Must provide system transportation, delivery, installation, and calibration of system. 2. Must provide on-site training to staff. Instrument Repair and Maintenance: 1. Must include one year standard parts and labor warranty with option to purchase subsequent years of coverage. Minimum Consumables Requirements: 1. Must require fully disposable devices and tubing. 2. Must have the option for multiple needle options to accommodate varying cases. 3. Must be warranted through expiration dates. 4. Products must be FDA approved. All interested firms shall submit a response demonstrating their capabilities to provide the required product to the Primary Point of Contact listed below. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Firms responding should indicate whether they are, or are not, a SB, 8(a), HUBZone, SDVO or EDWO small business. The NAICS Code to be used for this acquisition is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing, with a 500 employee size standard. All interested firms are required to register with the System for Award Management (SAM) which is available at https://www.sam.gov to be considered for Government business. The Government reserves the right to consider a small business set-aside in any of the socio-economic categories mentioned above based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for SB, 8(a), HUBZone, SDVO or EDWO small businesses. Capabilities Package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities indicating examples of commercial sales.
