- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management and financial capability of such offers to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular, whether a set-aside or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is 238220-Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard for NAICS Code 238220 is $14.0 million. The proposed requirement is for the Contractor to provide various HVAC materials for Parker Dam. Parker Dam is in the process of replacing two (2) existing 30,000 CFM evaporative coolers that it uses to cool its power plant. In order to efficiently and effectively cool the space without adding excess water vapor to the air, a 60,000CFM closed loop system was selected to replace the existing coolers. This system will use cool Lake Havasu water and pass it through a large copper coil. The 60,000CFM fan will force the warm air through this coil, causing a heat exchange, yielding cool dry effluent air. Air handler unit requirements are as follows: Air Handler Unit is rated at a minimum of 60,000CFM; Powered by 480VAC 3-Phase; Utilize Minimum Efficiency Reporting Value (MERV) 5 or greater filters; Variable Frequency Drive (VFD) motor compatible with Programmable Logic Controller (PLC); Galvanized steel casing with a minimum of 2" insulated wall thickness; Stainless Steel Drip/Drain Pan; and, Meet or exceed the industry standards: UL, CSA, AEIC, NEMA/ICEA, and/or IEEE. Cold water coil requirements are as follows: Dual aluminum finned copper coils rated at 200-250 GPM each (400-500 GPM for the system); and, Coils must be cleanable and designed for river water (or similar) applications. Operational requirements are as follows: Cast Iron Double Basket Strainer sized to match Coil inlet diameter; Check Valve sized to Coil inlet diameter; Circuit Setter Balance Valve and Ball Valve sized to match Coil outlet diameter; and, PLC controller with Temperature Probe to thermostatically control Air Handler fan VFD. This project is located at Parker Dam on the Colorado River between Arizona and California, 155 miles south of Hoover Dam. All materials shall be delivered to and accepted by Parker Dam. Installation and labor of all materials will be performed in-house by Parker Dam maintenance staff. The anticipated award date will be Monday, June 24, 2013. The capability statement shall address the requirement listed above, demonstrate the company's capability to provide the service and parts listed above and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc.), and point of contact, to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, whether an 8(a) or HubZone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
