Description
REMOVE AND REPLACE SOD ON ATHLETIC FIELDS, USCG ACADEMY, NEW LONDON CT SOLICITATION # HSCGG1-13-R-SODFIELDS SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $33.5 million. This industry comprises establishments primarily engaged in heavy and engineering construction projects (excluding highway, street, bridge, and distribution line construction). The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors (i.e. athletic field (except stadium) construction) are included in this group if they are engaged in activities primarily related to engineering construction projects (excluding highway, street, bridge, distribution line, oil and gas structure, and utilities building and structure construction). The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel, equipment, and capability required for removal and replacement of Athletic quality sod in accordance with ASTM standards. Once in place, the Contractor will be responsible for maintaining the sod for 60 days to include mowing, watering and using appropriate additives such as fertilizer and pesticides needed to ensure the grass remains in good condition. The estimated quantity of sod is 220,721 SF. It is anticipated that the Coast Guard will award a firm fixed price construction contract as a result of the solicitation. The performance period for the work is approximately 90 days from issuance of Notice to Proceed/Notice of Award. The total estimated value of the procurement is between $250,000 and $500,000. Davis Bacon Act wage rates are applicable. In accordance with FAR Part 19, if your firm is one of the above small business concerns and intends to submit an offer on this acquisition, please respond by email to teresa.l.lamphere@uscg.mil with "Sources Sought for Solicitation HSCGG1-13- SODFIELDS in the subject line or by fax to (401) 736-1704. Interested firms are encouraged to submit a Letter of Interest/Qualifications that include the following: (a) A positive statement of your intent to submit a bid for this solicitation as prime contractor (include your DUNS number); (b) A statement identifying your certified small business designation; (c) Corporate organization structure, number of full time/part time employees, corporate biography; (d) Organizational structure that will be mobilized to serve the needs of this contract (e.g., simple box/organizational chart); (e) A positive statement of registration in the System for Award Management (SAM) database at www.SAM.gov; (f) Evidence of successful past performance/experience in the removal and replacement of comparable Athletic quality sod. Evidence shall include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. Your response is required no later than 31 May 2013. All information requested above must be submitted in sufficient detail in order for the CG to make a determination as to the applicable set-aside and the number of contracts to be awarded.
