Attachment 2 Attachment 1 NOTICE OF OPPORTUNITY To: All DOE ESPC IDIQ Holders From: Contracting Officer, Cynthia Vass-Lassiter, U.S. Department of Transportation (DOT), 1200 New Jersey Ave SE, Washington DC 20590, Room W83-501, c.vass-lassiter@dot.gov Publication Date: May 22, 2013 Response due date: June 25, 2013 Subject: Notice of Opportunity for Energy Savings Performance Contracting (ESPC) energy project at the United States Department of Transportation (DOT) Headquarters Facility at the U.S. Department of Transportation, 1200 New Jersey Ave SE, Washington DC 20590. The DOT proposes an ESPC project at the DOT Headquarters, Southeast Federal Center (DOT/SEFC) to enhance its overall sustainability through overall reductions in energy, increased energy efficiency, and adding renewable energy technologies. DOE IDIQ ESCO's are encouraged to submit a written response (Expression of Interest) to this Notice for the opportunity to be considered for this potential project. Your Expression of Interest (EoI) must adhere to the requirements contained in Attachment 5 (ESCO Notice of Interest Response Criteria). Information that does not meet these requirements will not be considered. Please submit your EoI electronically to the Contracting Officer, Cynthia Vass-Lassiter at c.vass-lassiter@dot.gov, no later than June 25, 2013, Washington DC local time 1600 Hours. When submitting your EoI, please provide a courtesy copy to Mr. Rudy Spruill at rudy.spruill@dot gov. Please submit questions in writing via e-mail to the Contracting Officer. A site visit for interested Offerors is scheduled for the week of June 10-14, 2013. Please indicate your desire to participate in this site visit in your EoI. The DOT/SEFC is comprised of two towers connected by a common concourse level and two stories of underground parking. The west tower is nine stories and the east tower is eight stories. The facilities square footage of approximately 1.35 million rentable square feet is primarily general office space, and 537,314 square feet of underground parking. The total facility footprint is approximately 11 acres. The operating equipment package consists of 3.75 megawatts of standby generators, 1.8 megawatts of static Uninterruptible Power Supplies, eight (8) 4,000 amperes switchgear totaling 20.4 MVA, two (2) 2,000 amp switchgear, 5,750 tons of cooling with all associated HVAC systems and four (4) 7.2 mega BTU per hour dual fuel water tube boilers. The complex includes a primary and secondary data support facility, a crisis management center, a main kitchen with servery and an executive kitchen for the senior executive staff. The buildings use "Smart" technology with a centralized Building Automation System (BAS), Power Management and Control System (PMCS), Lighting Control, Fire Control, Automated Elevator Control, and smart metering on each quadrant of each floor. The current lighting system consists of approximately 9,807 2x2 recessed light fixtures utilizing two (2) 32 watt u-tubes w/ electronic ballast and a parabolic light diffuser. There are approximately 7,812 additional light fixtures of various styles and wattages which will require retro-fit. The parking garage consists of approximately 616, 150 watt pulse start metal halide lighting fixtures. The DOT is interested in the Energy Conservation Measures (ECM) listed below: •1. Energy efficient LED/controls lighting retrofit •2. Data Center Consolidation •3. Distributed or "on-site" power generation/co-generation •4. Boiler and chiller plants/improvements •5. Energy management control systems •6. Building Envelope •7. HVAC upgrades •8. Smart metering and other smart energy information systems •9. Renewable energy systems (solar/wind/geothermal) •10. Electric motors/drives •11. Refrigeration •12. Energy/utility distribution systems •13. Water conservation measures •14. Electrical peak shaving/load shifting •15. Commissioning/retro-commissioning of buildings Discussions may be held in person at the DOT HQ, and the DOT reserves its right to amend or cancel this solicitation. Selections will be based on the ESCO's proposed approach and qualifications, not necessarily listed in order of priority, as follows: • Specific expertise, experience, or specialization that is beneficial to this project • Energy related project history and project references in the ESPC market • Creditworthiness, indirect cost structure and profits on similar projects • Performing site surveys, investigations and feasibility designs and studies • Preliminary Assessment Evaluation • Success with socio-economic goals in accordance with the DOE ESPC IDIQ • Ability to address greatest number of the ECMs/projects optimizing cost savings • Demonstrated ability in meeting project timelines and cost for similar projects • Expertise in performance of Operation and Maintenance of installed equipment and systems over the life of the contract • Technical approach as it applies to the DOT The schedule for the selection follows: • Closing date for Expression of Interest: June 25, 2013 • Agency's review process: July 16, 2013 • Unsuccessful Offer notifications: July 30, 2013 • Preliminary Assessment completion: August 23, 2013 • Discussions with Selected Offerors: September 10, 2013 Attachments: •1.
