- Description
- Installation of Infrared/Radiant Heating System in Hanger P-4. This project shall include, but shall not be limited to the following: Modify the heating system and associated controls to temper the entering outside air and/or provide heat to maintain the hangar bay temperature above 60 degrees F adjustable while ensuring ventilation and replace the infrared/radiant heating and associated control system and all work associated with the installation of boilers, heating coils, boiler enclosure and pump skid. This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. The proposed contract is a 100% Small Business Set-Aside and there will be no public opening. The Government reserves the right to award a contract to other than the low offeror. Award will be the Best Value to the Government in accordance with FAR Part 15. The magnitude of this project is between between $100,000 and $250,000. All responsible offerors must be registered in the System for Award Management (SAM) (http://www.sam.gov) to receive an award. The closing date and time for submission of offerors will be on or about 8 July 2013, the pre-proposal conference and site visit will be on or about 19 June 2013, the actual dates will be in the solicitation package. The solicitation package will be available for download from the FedBizOpps Electronic Posting System (EPS) Http://www.FedBizOpps.gov, on or about 6 June 2013. The government will not provide paper copies of the solicitation or unofficial plan holder list. Telephone, written, facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. As a courtesy prospective offerors that plan to download the solicitation are requested to submit company name, address, including your zip plus four, telephone number, fax number, email address, point of contact and size standard to SSgt Gregory L. Cunningham (gregory.cunningham@us.af.mil) with a copy to Rory Gardner (rory.gardner@us.af.mil) and E. Jane Bailey (elizabeth.bailey@us.af.mil) for inclusion on the unofficial plan holder list. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. Point of contact is Gregory L. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation/RFP either before or after the bid opening/RFP closing date. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer, Rory Gardner (707) 424-7765 for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). The ombudsman has no authority to render a decision that binds the agency.
