- The Intelligence and Security Command (INSCOM) Acquisition Center intends to award a sole source contract under the authority of 10 U.S.C 2304(c)(1)- FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements, to L-3 National Security Solutions, Inc., 11955 Freedom Dr. STE 12000, Reston, VA 20190. The requirement is for engineering evaluation of technology enhancements to the intelligence enterprise. L-3's current focus is the operation and maintenance of multiple Cloud computing environments supporting the integration, testing, accreditation, and deploying of Cloud-Enabled Advanced analytics. L-3 is also focusing on integrating Geospatial and advanced analytics capabilities for the intelligence communities, as well as streaming data ingestion techniques to integrate into the security model for the DNI IC.ITE Cloud Reference Architecture. The efforts to be performed under the planned contract are part of a larger integrated effort across the IC under the purview of Army G2 and INSCOM CG. The Technology Insertion contract efforts include three prime Contractors working synergistically on the fast-paced Technology Insertion activities to support key INSCOM and Army G2 initiatives. These three prime Contractors are Invertix Corporation, the capabilities integration Contractor; L-3 National Security Solutions, Inc., the Operations and Maintenance Contractor; and Government Secure Solutions CGI, Inc., the system integration Contractor. This action will result in a Cost Plus Fixed Fee (CPFF) bridge contract with a period of performance of twelve months beginning 20 August 2013. The proposed bridge contract is to complete on-going efforts under Contract Number W911W4-08-0012-0001 without a disruption of service. The NAICS code for this requirement is 541512. The size standard is $25.5M. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. No Request for Proposal (RFP) will be available for competitive proposals. However, responsible interested parties may submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received.
