- FORT HUNTER LIGGETT Full Food Service (FFS) The Mission and Installation Contracting Command (MICC) - Fort Sam Houston (FSH) Contracting Center intends to issue a solicitation for Full Food Service (FFS) for the U.S. Army at Fort Hunter Liggett (FHL), California. Established in October 2005, FHL has a mission to provide world class training for Combat Support (CS) and Combat Service Support (CSS) units, and to become the best training center in the Western United States for the U.S. Army Reserve. The FHL provides ranges, training areas, and facilities to support year-round joint, multi-component, and interagency training to prepare warriors to fight and win the Global War on Terrorism. This requirement will provide for FFS in support of FHL's food service program. FFS will be provided at the Dining Facility (DFAC), which is currently located at building 206 and provides three meals a day, seven days a week, 365 days a year. The FFS operations are those activities that comprise the full operation of an Army dining facility. These services also include but are not limited to; dining facility operations, requisitioning, receiving and storing subsistence, preparing and serving meals, sanitation, housekeeping, and minor operator maintenance on Government Furnished Equipment (GFE). This is a follow-on requirement. The current FHL FFS contract is W91LV2-07-D-0013. The designated North American Industry Classification System (NAICS) Code is 722310, Food Service Contractors, with a size standard of $35.5 million. This acquisition will be a competitive 100% small business set-aside, subject to the Randolph Sheppard Act (RSA) with preference to the State Licensing Agency (SLA). The Government contemplates award of a single Firm Fixed-Price (FFP) requirements contract. The Government anticipates a contract length with a five-year ordering period. The solicitation and resultant contract will contain FAR 52.217-8, Extension of Services, which will be evaluated as part of the contract. However, the extension period is not reflected in the period of performance. The solicitation will be issued as a Request for Proposal (RFP) utilizing FAR Part 15, Lowest Price Technically Acceptable (LPTA). The Government anticipates release of the solicitation on or about 07 June 2013, with a projected closing date of 17 July 2013. These are projected dates and are subject to change. This solicitation and all amendments will be issued to Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov/. Offerors are required to check the above websites daily to be notified of any changes to the solicitation. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. A pre-proposal conference and site visit will be held at Fort Hunter Liggett, CA. The date and time will be provided in the solicitation, or subsequent amendments. All contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation. Interested parties must have a Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) completed and maintained in the System for Award Management (SAM) to be considered eligible for a government contract. SAM is a Federal Government owned and operated free web site that consolidates the capabilities in CCR, ORCA, and the Excluded Parties Listing System (EPLS).
