Description
J&A The Department of Labor, Mine Safety & Health Administration, intends to award a sole source contract under the authority as implemented by FAR 13.106- 1(b) Soliciting from a single source.(1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization), to Open Text, Inc., 100 Tri State International Parkway, Lincolnshire, IL 60069-4403 for an ongoing software maintenance agreement that covers the BI Query systems used by all MSHA personnel who require direct access to the MSHA Data Warehouse for creating and running queries. Services included but are not limited for the use to generate graphical models that describe the data available on the MSHA Data Warehouse allowing MSHA personnel access to information necessary for their jobs and management needs. It also allows personnel to provide data for requests from the public that is critical to their understanding of MSHA's mission. BI Query allows the creation of new models for various projects and can be configured to provide secure access for sensitive agency data. Open Text is the developer of this software, and the distributor of software licenses. This order includes 50 Lic BI Query users, 5 Lic BI Query admin, 6 Lic BI server (broker) named ports, 2 LIC BI Server OLAP, 2 Lic BI Support Server NT, 2 LIC BI Server Concurrent Ports NT, 20 LIC BI Server Concurrent Ports NT and 60 LIC BI Server Concurrent Ports NT. This action will result in a firm fixed price contract. The period of performance will commence on or about June 1, 2013for a twelve (12) month period ending on or about May 31, 2014. The NAICS code for this requirement is 511210 with a size standard of $25 million. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
