- The Intelligence and Security Command (INSCOM) Acquisition Center intends to award a sole source contract under the authority of 10 U.S.C 2304(c)(1) - FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements, to Invertix Corporation, 8201 Greensboro Dr. STE 800, McLean, VA 22102. The requirement is for capabilities integration of advanced analytics into the Intelligence Enterprise Cloud Computing Architecture. Invertix is currently focused on capabilities integration of advanced analytics into the Intelligence Enterprise Cloud computing Architecture. Invertix is integrating its Koverse software into the RED DISK architecture and IC Info Technology Enterprise (ICITE). Koverse software provides a scalable indexing platform process that hosts many analytics across many data sources at a very large scale, enabling the ready transition of legacy analytics from the DCGS-A systems into the Cloud architecture rapidly. This will enable the leveraging of prior Army Intel investments in a less costly, more supportable Intel Enterprise construct. Invertix is also working on integrating the Human Language Technologies (HLT) capability from Intelligence Community (IC) partners that will allow users to query reports, review metadata, and play audio media from other languages and search results in English. Invertix is also working on the HLT ingest process, as well as other integration enabling capabilities. The efforts to be performed under the planned contract are part of a larger integrated effort across the IC under the purview of Army G2 and INSCOM CG. The Technology Insertion contract efforts include three prime Contractors working synergistically on the fast-paced Technology Insertion activities to support key INSCOM and Army G2 initiatives. These three prime Contractors are Invertix Corporation, the capabilities integration Contractor; L-3 National Security Solutions, Inc., the Operations and Maintenance Contractor; and Government Secure Solutions CGI, Inc., the system integration Contractor. This action will result in a Cost Plus Fixed Fee (CPFF) bridge contract with a period of performance of twelve months beginning 20 August 2013. The proposed bridge contract is to complete on-going efforts under Contract Number W911W4-08-0011-0001 without a disruption of service. The NAICS code for this requirement is 541512. The size standard is $25.5M. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. No Request for Proposal (RFP) will be available for competitive proposals. However, responsible interested parties may submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received.
