INTRODUCTION : This is a Follow-On Service Contract Renewal. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Applied Spectral Imaging, 1497 Poinsetta Avenue, Suite 158, Vista, California 92081-8542 to provide a Gold Service and Support Agreement (Service Contract) for 12 months with three (3) Option Periods. The following system for this service contract renewal for 12-Months : 1. Gold Service Support Agreement. Scan View Platform-Metscan, Spotscan and Reloscan, Serial Numbers: DM210022 and SC090009, Part Number: 9012 SERP and 9012 SERG, Quantity 1 (one) each. BACKGROUND: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), The Cytogenetics and Microscopy Core's mission is to provide NHGRI investigators access to imaging and cytogenetics resources that support and extend their abilities to discover the causes of disease and the mechanisms of normal development and physiology. The Spectral karyotyping (SKY) is a powerful screening method to detect chromosomal aberrations. SKY is based on the simultaneous hybridization of 24 chromosomes with specific painting probes labeled with combinations of five different fluorochromes. A Fourier transform interferometer coupled to a charge-coupled device (CCD imaging), and optical microscopy is then used to sample the emission spectra over the visible and near-infra-red spectrum. The chromosomes are then distinguished using the SKY-View software and hardware, which identifies chromosomes based upon the unique spectral profile. The method is used extensively by researchers at NHGRI. PERIOD OF PERFORMANCE: This Purchase Order will have a base for 12-Months and three (3) Option Periods. Base: June 22, 2013 through June 21, 2014 Option Year One: June 22, 2014 through June 21, 2015 Option Year Two: June 22, 2015 through June 21, 2016 Option Year Three: June 22, 2016 through June 21, 2017 JUSTIFICATION: The Hi-Sky Systems can only be serviced by licensed Applied Spectral Imaging technicians. The microscopes and software are very sophisticated pieces of equipment which enables NHGRI investigators to make observations that cannot be made by conventional fluorescence microscopy. The Core provides NHGRI investigators with access to a wide range of molecular, cytogenetic, and microscopy tools. Karyotyping, metaphase and interphase FISH, chromosome painting, Fiber-FISH and SKY, techniques constitute a spectrum of critically important services required to support the research efforts of many investigators within NHGRI. A service contract is required to reduce downtime and allow users access to new software upgrades. Applied Spectral Imaging is the sole provider and owner of the Scanview System and owns all the relevant IP and Patents for the interferometric spectral imaging technology. Gold Service Agreement : • On-site preventive maintenance inspection will be performed annually. It will be the responsibility of the customer to contact ASI to arrange the preventive maintenance visit giving at least one months notice. Maintenance visit price. • Software updates will be provided for ASI's previously purchased applications software (e.g., software for spectral karyotyping) at 50% off our list price. • Unlimited telephone support will be provided Monday - Friday between 08.00 a.m. to 5:00 p.m., excluding national holidays. • This agreement provides support for up to 2 Registered Users as identified on page 3 of this agreement. • This agreement covers labor, travel expenses, and parts (excluding consumable items). Service does not include replacement of equipment for normal wear and tear (a computer of three years and older is considered normal wear and tear and therefore is not covered under parts). • This agreement includes 96-hour On-Site Response after determination by an ASI service representative the problem cannot be resolved remotely and requires on site visit. • This agreement includes an Acquisition Computer Upgrade for SKY systems only. (See ASI Conditions Responsibilities, Para. 1.7). Please note that the upgrade of the computer is applicable only if customer purchases a continuous service contract. • This agreement DOES NOT Include an Emergency visit. • On-Site Response", for whichever type of service agreement, is determined by an ASI service representative that the ASI system is not functioning and all efforts of remote diagnostics or issue resolution have failed, then and only then do the time standards apply. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Small Business Size Standard is $19.0M. The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-66 (April 1, 2013). This requirement is under the SAT of $150,000.00. Any information received as a result of this pre-solicitation / notice of intent will be considered solely for the purpose of determining whether to conduct any future competitive procurements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
