Description
This is a draft SOW that is subject to change. The National Library Service of the Blind and Physically Handicapped (NLS) within the Library of Congress (LOC) is conducting market research for the manufacture of digital talking book cartridges. These cartridges are USB flash drives (UFD) of various capacities with a custom housing which facilitates use by blind and disabled patron. The UFDs used in the NLS cartridges include vendor specific SCSI commands permitting write protection. This sources sought notice is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The National Library Service (NLS) anticipates awarding in Indefinite Delivery Indefinite Quantity (IDIQ) contract with a two year base period and three options years. The National Library Service (NLS) seeks capability statements from all sources. NLS reserves the right to choose blind and disabled veterans. Capability Statement Instructions In response to the attached Draft Statement of Work (SOW), NLS hereby solicits capability statements from eligible contractors. These statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 12 point font). The capability statement should describe the contractors experience and capabilities, in each of the following areas: •Production capabilities, plant facilities, equipment and staffing in the large scale manufacture of USB flash drives (UFD) or similar products. •Engineering design and development of the electronic and mechanical of USB flash drives. •Experience and past performance in electronic manufacture of UFDs or similar products. •Performance of the proposed USB flash drive cartridge and bulk packaging •Certification and application of ISO9000 quality control regeime Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email to Clint Unger, Contract Specialist at cunger@loc.gov Please address each requirement in the order listed above. The approximate date of release of the RFP is June 6, 2013 and the approximate date of closing is July 6, 2013. Contract awards are tentatively scheduled to be announced in August 2013.
