- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Facilities Engineering Command (NFEC). The work will provide services to blast and paint the exterior of a one million gallon elevated, ellipsoidal roof steel water tank of welded construction and associated structure at Portsmouth Naval Shipyard on Seavey Island in Kittery, Maine. The tank shall remain in service between the dates of October 15 and April 15th of a given calendar year. The tank is approximately 71 ft in diameter and the overall structure height is 150 feet. The existing coating contains lead and will require Class 1A containment with negative pressure. Additional work items include site improvements, tree removal and miscellaneous structural repairs and incidental work. Coatings contractor shall be SSPC QS1, SSPC QP1, SSPC QP2, and SSPC QP5 certified. The proposed contractor will provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with industry standards. Period of Performance will be 645 days. The Procurement Method is Sealed Bidding, FAR Part 14. The North American Industry Classification System (NAICS) Code for this procurement is 238320 and the annual size standard is $33,500,000.
