- NASA/ARC is hereby soliciting information about potential sources for securing high-performance networking services to support High End Computing (HEC) network traffic between NASA Ames Research Center (ARC) and NASA Jet Propulsion Laboratory (JPL) and maintaining high performance peering in support of both HEC and agency Office of Information Officer (OCIO) advanced networking efforts. Description of requirement: The high performance networking service that is being sought has several components: Corporation For Education Network Initiatives In California (CENIC) Membership oEnables NASA to the ability to exchange traffic between NASA and CENIC associates (Caltech, Stanford, UC campuses, SDSC, USC, some K-12 schools in CA, etc.) at a rate of 10 Gbps via CENIC HPR oProvides NASA with a diverse backup 1 Gbps to the primary 10 Gbps HPR connection oAccess to CENIC peers oAbility to buy additional waves on the CENIC network at attractive prices oAbility to purchase use of CENICs commodity ISP services which include: - Williams Communications Services, LLC - CenturyLink, Inc. - Level 3 Communications, Inc. Pacific Wave Membership oEnables NASA to leverage a distributed peering network in Sunnyvale, CA, Los Angeles, CA and Seattle, WA oProvides NASA with a shared 10 Gbps peering connection to the access the Pacific Wave peers 6 pairs of dark fiber and maintenance on them from the Ames Gateway building (N254) to the Sunnyvale, CA Level 3 Communications co-location facility at 1360 Kifer and 1380 Kifer Rd, including the option to purchase additional dark fiber pairs as needed. Dedicated 10 Gbps wave to enable NASA to send traffic between the Level 3 Communication facility in Sunnyvale, CA and Los Angeles, CA Layer 2 (VLAN) connectivity to Internet2s ION service, enabling dynamic dedicated circuits in support of periodic need for high capacity links to researchers at academic institutions Co-location 1 rack and power in the Sunnyvale, CA Level 3 Communications building 1380 Enables NASA to make use of limited term 100GbE interconnection for technology evaluation and demonstration purposes.Such demonstrations can facilitate network research under the OCIO Communications Emerging Technology group or facilitate activities that take place at the annual Supercomputing conferences under the HEC Cross-Connects oReduced pricing for cross-connects in the Level 3 Communication facilities in Sunnyvale, CA, and Los Angeles, CA oCross-connect between two Level 3 Communications buildings (1360 and 1380) in Sunnyvale, CA NASA/ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for High End Computing Networking Services. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement indicating the ability to perform all aspects of the effort described herein. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
