Description
DRAFT PWS_SWPBS The National Center for Education Evaluation (NCEE) division of the U.S. Department of Education's (ED) Institute of Education Sciences (IES) intends to evaluate the impact of offering schools training in the implementation of school-wide positive behavior supports (SWPBS) on school climate, staff practice, and student outcomes. The training is expected to be intensive and focused on enabling school staff to successfully implement the key components of SWPBS. It is anticipated that an unrestricted, full and open Request for Proposals (RFP) will posted on the Federal Business Opportunities (FBO) website in late June 2013. The Government intends to award one, hybrid contract (Fixed Firm Price and Cost Reimbursement) to the responsible offeror whose proposal is most advantageous to the Government after evaluation. This notice is not a request for proposal. However, all responsible vendors may submit a proposal by the closing date of the RFP that, if timely received and responsive to the terms and conditions of the RFP, shall be given fair consideration by ED. Requirement Overview: The anticipated requirement includes an 18-month base period and two option periods that would extend the contract to 5-years (if exercised at ED's discretion). The base contract includes the selection of training providers and recruitment of the sample as well as the development of data collection forms and development of the forms clearance package. Based on documentation of successful training provider(s) selection and sample recruitment, ED will decide whether or not to exercise Option Period I by September 2014. Option Period I includes year 1 of SWPBS training, support for SWPBS training, and data collection as well as a briefing on SWPBS training and implementation. The period of performance for Option Period I is 28 months and would overlap with the base period by 6 months. Based on documentation of successful conduct of year 1 training, ED will decide whether or not to exercise Option Period II by September 2015. Option Period II includes year 2 of SWPBS training, support for SWPBS training, and data collection as well as development of a report. The period of performance for Option Period II is 36 months and would overlap with Option Period I by 16 months. The evaluation shall examine the impact of training in school-wide positive behavior supports across two schools-years: 2015-2016 (Option Period I) and 2016-2017 (Option Period II). ED anticipates that the contractor, via a subcontract(s) with SWPBS training provider(s), shall train 80 elementary schools in the implementation of SWPBS. The training approaches and SWPBS implementation across the two treatment groups may vary. The training may include: (1) implementation of a behavior monitoring system, (2) development of a system for defining and teaching behavior expectations, (3) development of a system for rewarding appropriate behavior and providing consequences for problem behavior, (4) a classroom intervention focused on teaching skills and rules as well as providing appropriate reinforcement, (5) collection and use of data for monitoring and decision-making, and, possibly, (6) targeted interventions for at-risk students.
