Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to extend the period of performance on an other than full and open competition basis on contract N68936-08-C-0078 for telecommunication services with MCS of Tampa, 3926 W. South Avenue, Tampa, FL 33614-6552. An extension to the period of performance on contract N68936-08-C-0078 is necessary to provide continuation of services during the time it will take to award the follow-on 8(a) contract in accordance with FAR 19.8. The action will result in an extension to the period of performance for an additional four months. This sole source acquisition is in accordance with FAR 6.302-1. The contract extension is necessary to provide telecommunication services including phone, fax, video teleconferencing, alarms, etc. which supports the Naval Air Weapons Station and tenant activities at China Lake, CA. MCS of Tampa is the current 8(a) contractor providing telecommunication services. They have the required workforce and expertise to keep all tasking under this contract operational without disrupting NAWCWD's mission. Continued support is mission critical, as a lack of contractual coverage for telecommunication services for NAWS, NAWCWD and tenant activities would disable communication by land line telephone, facsimile, VTC, Alarms, Emergency (911), or any services that require telephone land line/connectivity to work. Failure to provide telecommunication services would shut down land line communication at NAWS, NAWCWD China Lake, and other tenant activities located at China Lake, CA. This would severely impact China Lake's mission to support the fleet, as well as provide test and evaluation for other agencies that utilize the ranges for a wide variety of tests, and would pose an unacceptable threat to emergency and safety services for the entire workforce. Award of the contract modification is expected on or about 15 August 2013. Funds are available under Navy Working Capital Funds to support the modification. All responsible sources may submit a capability statement or proposal which shall be considered by the agency and must be an 8(a) firm certified by the Small Business Administration. Also, any firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and schedule that would affect the war fighter.
