Estimated solicitation issue date 10 June 2013, Estimated Close Date 10 July 2013 PR# - FD2030-13-01304 Nomenclature/Noun - Valve, Solenoid NSNs - NSN: 4810-01-014-4464RK, P/N: 27431470 Application (Engine or Aircraft) - AMC - 3D, NSN: 4810-01-014-4464RK - Cage Code 79318, Meggitt Description: This item is an electro-pneumatically controlled air shutoff valve used in the fuel tank pressurization system. Requested Delivery: on or before 31 December 2013 Qty: The current required quantity is 23 each. However, the required quantity may change therefore contractor shall provide proposed prices to the following ranges. If the quantity ranges provided in this solicitation do not provide the best pricing option then the contractor shall submit quantity ranges that yield the best prices to the Government based on the Min quantity of 6 EA and Max quantity of 35 EA. See clause 52.207-4. The Final Quantity of this solicitation will be re-evaluated upon receipt of the contractor's proposal and closing of the solicitation. New Manufacture only. Surplus is not acceptable. Mandatory Language: Qualification requirements do not exist. EVALUATION OF PROPOSALS SUBMITTED WHEN QUALIFICATION REQUIREMENTS DO NOT EXIST (a) Either a complete and adequate data package is not available to be provided as a part of this solicitation, or special materials, facilities, tooling, or test equipment which may be required for performance are not available from the Government. Offers from firms not previously identified as sources for this requirement will only be considered when it can be determined prior to award that the item or services being offered will meet the Government's requirements. (b) Offers from firms other than those previously identified and listed below must submit with their proposal the following (as applicable): (1) Proof that you have previously provided, or are currently providing, the same or similar item to DoD or to an OEM. This can be a list of present or past Government contract numbers, with award dates, and Material Inspection and Receiving Report (DD Form 250). (2) A complete set of drawings. (3) Brochures describing your company's capabilities, with a facilities list showing plant equipment, machinery, special tooling, fixtures, etc. (4) Identification of your sub-vendors and processes they will perform. (c) The following previously identified source(s) need not comply with paragraph (b) above: Item No Name of Known Source(s) Cage Code 4810-01-014-4464RK Meggitt 79318 Electronic procedure will be used for this solicitation. Interested persons/firms may identify their interest by submitting a capability statement, proposal or quotation. This notice is not a request for competitive proposals. However, all interested sources may submit a capability statement, quotation or proposal that will be considered by the government. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
