- Description
- The U.S. Army Corps of Engineers (USACE), Kansas City District intends to award an 8(a) small business set-aside, Firm Fixed Price Single Award Task Order Contract (SATOC) for Design and Construction services. The Phase 1 of the two phase solicitation will be available on or about June 3, 2013 on the FedBizOpps website at www.fbo.gov. The purpose of the SATOC is to provide design and construction services for a broad range of military renovation and construction work, primarily for the Kansas City District, US Army Corps of Engineers, within the Wichita Area and McConnell Air Force Base, Kansas. This is 100% set-aside for qualified 8(a) small businesses within SBA Region VII, which includes the states of Nebraska, Iowa, Missouri, and Kansas. The NAICS codes are 236220, 237990 and 238190. The Government will award one (1) IDIQ contract under this solicitation with a capacity of $30 million. The SATOC duration will be one base year and two (2) option years. Option Periods will be exercised at the Governments discretion. The duration of each contract period is not to exceed (NTE) 365 days. Any unused capacity in one contract period may be carried over into the subsequent contract period. The minimum guarantee on this contract is $10,000.00. Individual projects under this contract will be awarded by task order. Task orders will be issued in accordance with DFARS 216.505-70, at the Government's option. As a requirement develops, Requests for Proposals (RFPs) for projects will be issued for each Task Order. Task Orders will include primarily Military Construction (MILCON) or Operations and Maintenance (O&M) projects. Examples of new construction projects include: maintenance facilities; administrative facilities; industrial facilities; training facilities; runways; pavements/hardstands; landscaping; and kitchen and food service. Examples of repair/renovation projects include: whole building renovations; repair or replacement of architectural elements; building seismic upgrades; force protection upgrades; repair or replacement of mechanical, electrical, or fire protection/detection systems; and asbestos and lead abatement services related to renovation activities. Typical project size should reflect a construction value from one hundred thousand dollars to four million dollars. Task Orders will be negotiated to obtain a fair and reasonable price. The Government will evaluate the performance capability of Phase 1 proposals in accordance with the criteria described in the Phase 1 solicitation and will select up to three (3) to compete for Phase 2. The Phase 1 solicitation will be available on or about the week of June 3, 2013, and Proposals will be due on or about June 18, 2013 (15 days from issuance of the solicitation). The Phase 2 solicitation will include an initial task order which will also be awarded to the base contract awardee. The project selected for this initial task order will be the design and construction of repairs to an existing administration building at McConnell AFB, Kansas. An offer guarantee will be required. The Government will evaluate the performance capability of Phase 2 proposals in accordance with the criteria described in the Phase 2 solicitation. The Phase 2 solicitation will be available on or about the week of July 12, 2013, and Proposals will be due on or about August 12, 2013 (30 days from issuance of the solicitation). The Phase 1 and Phase 2 solicitations will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. Proposals received in response to the solicitation will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.2, source selection procedures. The government intends to award without discussions. Competition for this requirement is restricted to 8(a) firms that have a bona fide place of business within SBA Region VII, which includes the states of Nebraska, Iowa, Missouri, and Kansas. Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/ If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not actively and successfully registered in the SAM data base, the Government reserves the right to award to the next prospective offeror. Interested offerors are required to submit their representations and certifications to the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov.
