INL Program Coordinator San Salvador, El Salvador Issuance Date: 5/23/2013 Closing Date: 6/26/2013 SOLICITATION NUMBER: PSC-13-025-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: BACKGROUND The Department of State's Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to international development. INL/WHP currently has corrections programs in Mexico, Central America, and other Latin American countries. PURPOSE The Program Coordinator will assist the Government of El Salvador (GOES) combat rising crime and insecurity by assisting the INL Section implement projects and programs. Efforts will include developing program strategies and implementation plans within the rubric of current U.S. assistance and Salvadoran national security strategies, making recommendations to adjust those programs and strategies throughout. RELATIONSHIP The INL Program Coordinator will receive direct government oversight, assignments, and direction from the INL Section Director and the Embassy Front Office at US Embassy San Salvador. The Coordinator will work in partnership with the INL Section personnel. DUTIES AND RESPONSIBILITIES • Under the general guidance of the INL/WHP Director, INL/WHP Central America Team Lead, and INL Section Director, the incumbent will serve as the INL Coordinator and advise on implementation of the various INL program activities, including counternarcotics, community policing, corrections, and criminal investigation capacity building activities. The incumbent will coordinate these activities with U.S. government agencies operating in San Salvador and the appropriate GOES stakeholders. • Assist the INL Section Director on planning and implementing law enforcement, corrections, and rule of law program activities to include policy, training, and inter-ministerial coordination. • Supports a wide-range of INL program activities, including training, vetting, logistics support for program activities, including acquisitions, budgeting, and other efforts as assigned. The incumbent will work closely with U.S. and foreign counterparts - within and outside INL - on counternarcotics, prisons, anti-gang, and rule of law programs. • Assist the INL Section to assess the current partner government capability to respond to law enforcement and rule law challenges. • Provide the INL Section will full-scale support, including but not limited to taking notes and reporting out to the U.S. Embassy, drafting documents and memoranda, scheduling meetings, providing counsel, etc. • Work with the GOES on action plans to address capacity deficits that prevent the GOES from effectively addressing key threats. The Coordinator will ensure that plans cover all aspects of citizen security, including law enforcement, prosecution of cases, and prevention, and activities for effective messaging to the public during the implementation phase. • Assist in the liaison with international donors to coordinate security support. • Coordinate with GOES civil society and potential donors in the international community. • Review, make recommendations, and forward for approval to the INL Section Director or designate, program proposals, program training plans and initiatives, and training curricula. • Provide advisory and training assistance to the GOES through appropriate advisors in order to establish a respected police force that follows established policies, procedures, curricula, programs, and systems required to operate a modern police program. • Provide policy analysis and program guidance on issues such as program milestones, budgeting, development of host country capacities and limitations of institutions, minor refurbishment of police facilities and training plans. • Assist in managing and implementing all necessary logistics to facilitate training programs in support of these programs, including coordination with other INL program advisors. • Conduct periodic site visits to project locations to perform on site inspections and assessments of INL projects and programs, and other duties as assigned. • Other duties as assigned. COMPLEXITY The work involves managing and providing technical expertise on a number of different assignments to various offices and stakeholders. The ability to perform complex analysis is essential in coordinating with inter-agency section heads, including ministerial levels of the GOES. SCOPE AND EFFECTIVENESS The INL Program Coordinator will perform broad and extensive assignments related to programs spanning the full-range of INL program activities in a very dynamic and complex environment supporting a full-range of the INL mission. PERSONAL CONTACTS The INL Program Coordinator will work closely with INL, US law enforcement personnel, Embassy personnel, host government law enforcement officials and other project stakeholders. MINIMUM QUALIFICATIONS 1. US citizenship, able to obtain and maintain DOS Top Secret Security clearance and medical clearance. 2. A Bachelor's Degree in a related field from an accredited institution. 3. Eight (8) years experience related to project management, international development, international affairs, political science, and/or public administration. 4. Two (2) years of demonstrated experience related to applicable legislation, statutes, regulations, policies, and procedures related to the development of policy documents, reports, and other materials requiring in-depth expertise. 5. Two (2) years of demonstrated experience in citizen safety, law enforcement, rule of law, and/or counternarcotics programs aimed at achieving US drug control and citizen safety objectives, including management of such US bilateral programs as drug control and demand reduction; interdiction and law enforcement; justice reform; and public awareness. 6. Strong verbal and written skills and ability to present and defend complex analyses and proposals concisely. 7. Ability to work independently on projects and issues within overall policy guidelines. 8. Ability to work effectively in a fast-paced, team-oriented environment. 9. Excellent interpersonal skills and track record of working collaboratively at all levels in a workplace environment. 10. Ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis. 11. Proficient in Microsoft Office Suite. 12. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 120 days arrival at Post. EVALUATION CRITERIA FACTOR 1: Program Management (30 points) Ability to communicate effectively, both orally and in writing, in a timely and concise manner, and to interact effectively with others at all levels, in order to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines, and advise program officials. FACTOR 2: Development/Implementation (30 points) Ability to coordinate law enforcement and rule of law program and financial management, among other issues, with all relevant bureaus and agencies, including effectively conducting in-depth studies on technical aspects of program requirements and making recommendations to senior managers on appropriate course of action on specific projects and issues. FACTOR 3: Knowledge and Ability (30 points) Ability to apply specific knowledge of the Central America region in developing briefing materials, contributing to policy planning documents, and in making recommendations to senior staff on management of the INL programs. FACTOR 4: Past Performance (10 points) Past Performance of applicant's ability to perform duties assigned related to the position. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
