- Attachment J.3 Attachment J.2 Attachment J.1 While validation of these techniques and models was pursued in the development of these products, the materials to be evaluated here further this, and also test the breadth of their utility. The ALF materials from the fatigue experiment and the WRI test sites will provide additional data points to strengthen the aging model. Binders from these sites are representative of long term aged materials and in many cases showing extensive signs of embrittlement. Evaluation of asphalt binders from the accelerated loading facility (ALF) reclaimed asphalt pavement/warm mix asphalt (RAP/WMA), reclaimed asphalt shingle (RAS) and reclaimed engine oil bottoms (REOB) materials will provide evidence as to whether the test methods and protocols are valid for these sustainable materials. The Contractor shall furnish all necessary facilities, materials, and personnel and shall perform all non-personal services necessary to complete the "Validation and Refinement of Western Research Institute (WRI) Fundamental Properties III (FP III) Products" in accordance with the Statement of Work. The Government anticipates award of a Firm-Fixed-Price (FFP) Contract.
