- The Department of Veterans Affairs intends to negotiate a noncompetitive award to Solano Garbage Company to provide services associated with removal of solid waste from VA Outpatient Clinics located within Fairfield/Travis Air Force Base, California. This procurement is a sole source award under the Veterans Benefits Act of 2003 in accordance with FAR 13.106-1(b)(1) Soliciting from a single source. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Sole source justification has been prepared in support of this acquisition. This NOTICE is NOT a request for competitive proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-56. The NAICS code is 562111 and the small business size standard is $35.5 million. STATEMENT OF WORK (SOW) 1.Contracting Officer's Representative (COR). Roberta Calhoun, ROBERTA.CALHOUN2@va.gov 150 Muir Road, Martinez CA 94553-4668 2. Contract Title. Solid Waste and Recyclable Collection/Disposal for VA Outpatient Clinics Fairfield/Travis AFB (Two Clinics) 3. Background. Contract for collection and disposal of solid waste and recyclables required to maintain a safe and sanitary environment which supports direct patient care. 4. Scope. Provide solid waste and recyclable collection and disposal service at two addresses of VA Outpatient Clinics located at Travis AFB. 5. Specific Tasks. Contractor to furnish all necessary equipment, labor, material sand services to provide collections, removal and disposal for solid waste (non-hazardous materials) and recyclable materials. 103 Bodin Circle, Building 778, Fairfield CA Contractor to provide one each 4-yard solid waste bin; to be picked-up weekly Contractor to provide one each 4-yard recycle bin; to be picked-up weekly 105 Hickam Avenue, Fairfield CA Contractor to provide one each 4-yard solid waste bin; to be picked-up weekly 6. Performance Monitoring Site Manager will provide direct observation of areas and service provided. Any discrepancies are reported to the COR or ACOR who will take appropriate action. 7. Security Requirements Work does not involve access to patient records, data or VA computer systems. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No Government-Furnished Equipment or Information are part of this agreement. 9. Other Pertinent Information or Special Considerations. No other pertinent information or special considerations. 10. Risk Control Due to the nature and exposure at this facility, it is pertinent that regular service be provided. If there is an unavoidable disruption to regular service, effort must be made to provide pick-up as soon as possible to avoid overflow of bin or accumulation outside of container(s). Improperly contained waste may present safety and infection control concerns. 11. Place of Performance. Work performed at Government-owned site, VA Outpatient Clinics located on Travis AFB (addresses in Section 5). 12. Period of Performance. Service will follow the fiscal year, with base year beginning October 1, 2012 and ending September 30, 2013. With a possible, four option years to follow. 13. Delivery Schedule. See Section 5 (above).
