PRESOLICITATION NOTICE Subject: United Kingdom Maritime Component Command (UKMCC) Development, located at Mina Salman Port, NSA II, Kingdom of Bahrain Solicitation No.: W912ER-13-R-0048 Original Issue Date: 23 May 2013 Response Date: 22 June 2013 Set Aside: N/A Contracting Office Address: US Army Corps of Engineers - Middle East District, P.O. Box 2250, Winchester, VA 22604-1450 NAICS Code: 236220 Classification Code: Commercial and Institutional Building Construction SYNOPSIS: This announcement is for the purpose of soliciting construction firms with work experience in the Gulf Region (Kuwait, Bahrain, Qatar, Saudi Arabia, United Arab Emirates, Oman) for the design and construction of a Forward Support Unit (FSU)/Forward Logistics Site (FLS) facility and a two-story Headquarters (HQ) facility. The project requires the demolition of the existing port surface, placement of concrete pavement, gravel, sidewalks, perimeter fencing and site utilities. The FSU/FLS facility is comprised of a two-story office area of concrete construction and a high-bay warehouse. The Headquarters facility contains administrative offices and will be built of concrete. A firm-fixed-price (FFP) contract will be awarded to a prime construction contractor. The magnitude of this project is between $5,000,000 and $10,000,000. PROPOSAL PERIOD: The solicitation is scheduled for release on or about July 15, 2013. The proposals will be due on or about August 29, 2013. Contract award is scheduled on or about October 10, 2013. No solicitation will be posted to this website. PROJECT SCOPE: U.S. Army Corps of Engineers, Middle East District has a requirement to design and construct a 1,690 square meter Forward Support Unit (FSU)/Forward Logistics Site (FLS) facility and a 1,1000 square meter two-story Headquarters (HQ) facility for the United Kingdom Maritime Component Command (UKMCC) located within NSA II, Mina Salman Port, Kingdom of Bahrain. The overall site encompasses 2,687 square meters and requires the demolition of the existing port surface, placement of concrete pavement, gravel, sidewalks, perimeter fencing and site utilities. The FSU/FLS facility is comprised of a two-story 515 square meter office area (ground floor 325 square meters and first floor 190 square meters) of concrete construction and a 1,175 square meter high-bay (6 meters to eaves) warehouse (pre-fabricated metal building set on concrete walls). The Headquarters facility, built of concrete construction, contains administrative offices and has a ground floor area of 520 meters and a first floor area of 580 square meters. ESTIMATED PERIOD OF PERFORMANCE: All work identified in the Scope of Work shall be completed within 425 days from the Notice to Proceed. PROPOSAL PROCEDURES: The request for proposal (RFP) will only be issued to prime construction contractors at the site below. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Best Value Tradeoff (BVTO) contracting method will be used to evaluate proposals. The evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single firm-fixed-price construction contract awarded based on BVTO determination. SITE VISIT: The tentative date for the Site Visit is July 29, 2013. Attendance at the site visit is limited to two (2) people per firm. Attendance is not mandatory. Due to base security requirements, bidders are strongly encouraged to coordinate base access for the Site Visit at least 30 days prior to the date of the site visit. ADDITIONAL REQUIREMENTS: Offerors must be licensed in or clearly demonstrate the ability to obtain a license to conduct business in the Kingdom of Bahrain. Files pertaining to the solicitation will be available through Safe Access File Exchange (SAFE). The notification will include a description of the file, a link to the file, and a password to retrieve the file. The file will only be available for 14 days and the password is a ONE-TIME USE ONLY during the 14 day period.
