- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms, veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to provide an Online Radio and Command Information Delivery System. The system must be capable of meeting the Performance Work Statement (PWS) described as follows: TABLE OF CONTENTS General Information 1.0 Introduction 2.0 Scope 3.0 Requirements GENERAL 1.0 INTRODUCTION This performance work statement (PWS) details the requirements for non-personal Online Radio and Command Information Delivery System services. The American Forces Network (AFN) is chartered with providing news and entertainment to both the primary AFN audience of DoD personnel stationed overseas, DoD civilian employees and their family members. It is also required to ensure the accomplishment of the AFN mission to effectively communicate command information to DoD personnel stationed overseas, DoD civilian employees and their family members, while simultaneously providing the level of entertainment needed to make a positive impact on their morale. It will also provide the most efficient and furthest reach to ensure effective communication of information messages inserted within the programs as spot announcements in support of DoD internal information themes, goals and objectives. AFN's mission tasking per DoD Directive 5120.20 is to support the internal communications mission of the Department of Defense by providing a broad range of information and entertainment programming to DoD personnel, DoD civilian employees and their families overseas, thus attracting an audience for internal communications messages placed within AFN programming. The intent described herein is for the Government to obtain Contractor services to provide a turnkey managed and hosted Online Radio and Command Information Delivery System that will allow AFN to stream local and global radio services via the Internet. What is also essential is that this turnkey solution provides AFN with accurate data of real-time statistics of audience listenership. The level of accuracy shall be at, or higher, than the industry standard provided by the Media Ratings Council for accredited real-time statistics of radio streaming services described at paragraph 3.1.1 under Metrics and Reporting. 2.0 SCOPE This PWS identifies the requirement for a non-personal turnkey managed and hosted Online Radio and Command Information Delivery System to conduct Internet delivery of news, entertainment and command information in support of AFN's radio mission. 3.0 REQUIREMENTS AFN has multiple individual requirements that shall compose the entire system. The following paragraphs establish the minimum requirements for the system that shall be provided by the Contractor. 3.0.1 For the purpose of this PWS, the term "Station" is defined as a single representation of audio-based output provided by the contractor with the intent of being delivered to the AFN audience via the turnkey managed and hosted Online Radio and Command Information Delivery System. 3.1 Station Requirements 3.1.1 Basic Station. A basic station shall be comprised of the following components: Audio and Metadata Encoding Management - Station-side encoding management software, installed by AFN on computers located at the local AFN stations and the AFN Broadcast Center, which allows AFN to create and set up the audio stream consisting of audio and artist, album and song title metadata. The software shall be compatible with AudioVault and OMT Technologies iMediaTouch radio automation software. - The station-side encoding management software shall be compatible with the Windows 7 operating system and run as a service that automatically restarts should the computer unexpectedly restart. - The station-side encoding management software shall support simultaneous AAC-HEv2 and MP3 standard audio encoding with a minimum 32 kilobits per second (kb/s) encoding quality. Encoding quality rates shall be increased to higher bitrates if requested by the Government. - The station-side encoding management software shall support dead air detection and provide e-mail alerts to AFN should no audio output be detected. - The station-side encoding management software shall allow for redundant audio streams to be maintained on separate servers for redundancy. Should the primary server fail to send encoded audio and metadata to the Contractor, the system shall automatically switch to the redundant source stream until connection to the primary source is reestablished. Content Distribution and Stream Management - Provide content delivery network (CDN) distribution of AFN station streams to customer computers and devices with a minimum reliability rate of 99.99%. - Provide 500 gigabytes (GB) of monthly data transfer per station with the cumulative amount of data transfer per station to be shared amongst all active stations. - Provide a mechanism that restricts the audio stream to only be heard in geographic locations or on computer networks as determined by AFN. Attempted connections from outside the defined listening areas shall be denied. This mechanism shall also allow AFN to provide exceptions to allow certain computer network IP addresses to access the audio streams that would normally be denied through this mechanism. Web-based Audio Player - Provide a web-based player mechanism to play the streams that is HTML5 compatible, along with a software development kit (SDK) to allow AFN to design and develop custom web-based player mechanisms. - Provide playlist file (.pls) for each type of audio stream encode to be used with 3rd-party software and hardware devices. - Provide a password-protected web-based interface for managing the player, to include integration with social media sharing with Facebook and Twitter. - Provide a mechanism within the player to display currently playing artist, album and song title metadata contained in the audio stream via the player interface. Metrics and Reporting - Provide Media Ratings Council-accredited real-time statistics via a web-based secure interface that allows differentiated access levels to data based on user account permissions. - Provide reports that track listening session starts, active listening sessions, total listening hours, average active listening sessions, average quarter hour listening sessions, average time spent listening, and cumulative unique listeners during a specified time period. Also provide reports on user agents used to access the streams, geographic location of listeners and amount of monthly data transfer consumed. - Provide a mechanism to query data based on an unlimited date range and provide downloadable reports in CSV and PDF formats. - Provide a mechanism to perform comparative reporting between two or more station statistic data sets. Technical Support - The Contractor shall provide 24/7 on-call technical support to AFN for issues related System. The Contractor shall provide AFN with contact information for general and emergency support issues and respond within 60 minutes of any technical support contact to the Contractor. 3.1.2 Enhanced Station -An Enhanced Station shall include all of the requirements of a basic station as listed in 3.1.1 plus the following requirements: Targeted Advertising and In-Stream Ad Replacement - Provide a secure web-based interface for the upload, scheduling and management of audio spot inventory per enhanced station. - Provide in-stream advertisement replacement based on the geographic location of the user, IP address range of the user or other demographic information as determined by AFN. In-stream advertisement replacement shall occur when cue metadata provided by an AFN radio audio system signifies the need for an in-stream advertisement to be played. - Provide a scheduling mechanism that allows for ad campaigns, flights and dayparts. - Provide a mechanism to measure and report ad impressions based on campaign, flight, and daypart. - Provide a mechanism to display companion banner ads in the web-based player that correspond with the audio-based advertisement. - All advertising shall be provided by AFN for use only on its system. No advertising from outside commercial ad providers shall be injected into AFN's audio streams. The anticipated period of performance is August 1, 2013 through July 31, 2014, with four (4) one-year option periods. The NAICS code is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a size standard of 500 employees. Interested small businesses are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondent's capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience, and/or ability to effectively provide the characteristics of the Online Radio and Command Information Delivery System described herein. Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work. Responses to this notice (capability statement) shall be limited to six (6) pages, and must include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses to the Government representatives 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. Business size for NAICS 519130 (number of employees, 500), and status, if qualified as a 8(a), Small Disadvantaged Business, Woman-Owned Small Business, HUBZone firm, and/or Service-Disabled Veteran-Owned Small Business. 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies must be registered in the System for Award Management (SAM) at https://www.sam.gov. 5. Describe your firm's capability to perform the tasks of the PWS and describe relevant experience in fulfilling work similar in size and scope to the PWS. Respondents are encouraged, but not required, to provide Web links or other documentation to previously developed systems to demonstrate capability and relevant past experience. 6. Do you have references that can verify your capability to perform the tasks for the PWS and provide feedback on relevant projects/contracts you performed for the reference(s)? If yes, please provide the name and contact information for at least three references. 7. Submit copies of any documentation such as letters or certificates to indicate the firm's ability to provide Media Ratings Council accredited real-time statistics via a web-based secure interface. To the maximum extent possible, submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, invitation for bid, or an indication that the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement Responses to this announcement will not be returned, nor are there any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in a subsequent solicitation, and DMA Contracting or AFN may contact one or more respondents for clarifications to enhance the Government's understanding. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside this requirement as a sole-source in lieu of full and open competition.
