- There is no solicitation. The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to award using other than full and open competition to Ducks Unlimited of Vancouver Washington to conduct an assessment on the widening tidal slough and bank erosion occurring beneath the first bridge crossing of the Nisqually Estuary Boardwalk Trail. Assessment is needed to quickly develop plans and a long term solution for the slough crossing allowing the boardwalk to remain in operation. Ducks Unlimited has played a major role in the engineering design of the Nisqually Estuary Restoration and the original design and placement of the Nisqually Estuary Boardwalk Trail and has been involved with this project since its inception, conducting the initial topographic surveys, completing the initial engineering design and has continued involvement through the current adaptive management phase. Given the work performed by Ducks Unlimited work on this project to date, a substantial duplication of costs would be anticipated by the Government that is not expected to be recovered through competition for another source to acquire this existing knowledge and information. The Service intends to award Sole Source to Ducks Unlimited of Vancouver Washington. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1.
