- Description
- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Beckman Coulter, 250 South Kraemer Blvd., Brea, CA 92322-8000 for the acquisition of a Beckman Coulter Biomek FXp liquid handling workstation. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 6 months. The Clinical Chemistry Branch is responsible for creating methods to detect and quantify toxic agents in complex biological matrices and develop methods for quantifying proteins and molecules responsible for chronic diseases. This acquisition will provide an improved capability for automated error free sample preparation and increase capacity. Additionally, it will support method development for botulism, anthrax, in emergency response and lipoprotein analysis method development for cardiovascular diseases. The upgraded workstation will be used with the botulism and anthrax projects for automated preparation and deposition of samples to be analyzed by MALDI-TOF mass spectrometry. The updated workstation will facilitate the automated preparation and dispensing of fractionated serum samples for analysis of cholesterol and lipoproteins for subsequent analysis by mass spectrometry. The acquisition of the newer version of the liquid handling workstation will greatly reduce manual intervention saving human time and reduce human caused errors which will yield more robust analytical methods. The Biomek FXp workstation from Beckman-Coulter offers additional features over the existing Biomek NXp workstation that is present in the laboratory now. Since this is an upgrade, the computer system from the original NXp system will remain and be coupled with the new FXp system because Beckman-Coulter uses a common programing language between all of the liquid handle systems. Therefore, all of the existing programs will work with the new system and can be modified easily to incorporate the new features of the FXp. Methods have already been built around the use of the NXp workstation including one Clinical Laboratory Improvement Amendments (CLIA) certified method. Therefore, this acquisition can only be procured from Beckman-Coulter because it is not feasible/practical to transfer these methods to another vendor's automated laboratory workstation. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Beckman Coulter. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2013-N-15649 referenced in the subject line NO LATER THAN June 7, 2013. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
