- The Army Contracting Command-Aberdeen Proving Ground (ACC-APG)-Fort Huachuca Division is providing advisory information to industry regarding draft Organizational Conflict of Interest (OCI) evaluation procedures for the upcoming requirement for Scientific and Engineering Support Services for the U.S. Army Electronic Proving Ground (USAEPG) at Ft. Huachuca, AZ. ATEC Policy Bulletin 2-11, Organizational Conflicts of Interest (OCI) Involving Contractors in Support of ATEC Test and Evaluation (T&E) dated 19 April 2011, establishes policy to ensure that contracts awarded in support of ATEC are free of actual or potential OCI. Please see information posted to the Mar 29, 2013, quote mark Changed quote mark link for additional information regarding the advisory, multi-step OCI evaluation process that will be used for this upcoming requirement. Two draft documents are provided at the quote mark Additional documentation quote mark link below. (1) The document titled OCI-DRAFT-EPG.docx outlines the documentation that potential offerors will be required to provide. (2) The document titled OCI Template.docx is the draft template that offerors will be required complete. Offerors who fail to provide all requested information and/or do not utilize the attached OCI Template for their submission will be considered non-responsive to the Phase I evaluation. Any company planning on submitting a proposal in response to the solicitation, Phase II, for USAEPG must provide a Phase I OCI submission. Any comments or suggestions regarding these documents should be provided to karen.l.barrett2.civ@mail.mil by 30 May 2013. The Government anticipates that the OCI evaluation process will begin in July 2013. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.
