- The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) requires a contractor to provide planning and facilitation services for False Killer Whale Take Reduction Team meetings that are mandated by the Marine Mammal Protection Act (MMPA), and on-going consultation and strategic planning to support the false killer whale take reduction program. The team meetings are necessary to refine, the False Killer Whale Take Reduction Plan (Plan) and ensure its effectiveness at meeting the take reduction goals of the Plan specified by the MMPA. The NMFS Pacific Islands Regional Office (PIRO) is seeking professional facilitation services to assist in convening the team for in-person and Webinar meetings to comply with the MMPA mandates, venue logistics for in-person meetings, and preparation of meeting summaries and team recommendations resulting from each meeting. NMFS PIRO is also seeking on-going strategic planning, consultation, and facilitation services to assist the false killer whale take reduction program, as necessary. * THIS REQUIREMENT IS NOT FOR A CONFERENCE. A NON-CONFERENCE DETERMINATION HAS BEEN EXECUTED AND APPROVED.* NMFS anticipates convening the team for one meeting each year for the next five years. The type (i.e., in-person, Webinar, or teleconference) and number of meetings will depend on available funding and NMFS' and the take reduction program's priorities. Contractors must have previous experience with complex meeting process design, conducting facilitation and/or dispute resolution. This experience should specifically involve facilitation/dispute resolution of fishery and/or environmental issues with demonstrated success in reaching consensus amongst mixed stakeholders. Preference is for previous experience with the Marine Mammal Protection Act's take reduction team process. Contractors must also have previous experience in arranging meeting logistics (e.g., securing meeting room facilities) and the available staff to meet the requirements of the contract. Labor categories required are primary designated facilitator, at least one back-up/assistant facilitator and support/clerical staff to handle meeting logistics. The Government intends to award an Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract under which fixed-price task order(s) will be issued. The period of performance shall include one base period with options for four additional one-year periods. The procurement is a 100% Small Business Set-Aside. The anticipated solicitation issuance date is June 7, 2013 with responses on or about July 8, 2013; however, the actual due date of offers may be adjusted based upon the actual posting date of the solicitation. The actual response date will be stated within the solicitation document. The North American Industry Classification Code (NAICS) is 541690 with a size standard of $14.0 million.
