- The United States Department of Veterans Affairs (VA) is conducting market research to determine feasibility for a potential procurement requirement. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing quotes for the VA Office of Acquisition Organizations (OAO). SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES AND VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Please include your socio-economic status in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) seeks to acquire electronic (online) subscription services for the following legal publication services: 1.Court and Arbitration Decisions for EEOC, FLRA, MSPB, FSIP and the related Federal Court appeals - the EEOC decisions include both public and private sector cases 2.Online access to Dewey publications on employment law issues including a.Hadley's A Guide to Federal Sector Equal Employment Law and Practice, 2013 b.Broida's A Guide to Merit Systems Protection Board Law and Practice, 2013 c.Broida's A Guide to Federal Labor Relations Authority Law and Practice, 2013 3.Access to the United States Code and the Code of Federal Regulations for federal employment and labor issues 4.Editorial analysis of the latest news and legislation in the area of employment and labor law 5.Access to federal agency manuals, handbooks, and classification material 6.Quick Start Guides and Check List Plus guides which present capsule summaries of employment law issues written for the layperson 7.General Counsel decisions and opinions of the FLRA, EEOC, MSPB, and Office of Special Counsel 8.Comptroller General decisions on pay and benefits 9.E-Newsletters covering recent decisions and federal HR headlines Same, similar, or better legal publication services may be considered. Vendors should clearly and concisely specify for each item how service is provided, brief overview of the contents of each service. Offerors should identify their interest and capability to meet this requirement by submitting literature of their services, staff or personnel, past experience, and general costs (if available). The response must be specific to demonstrate that the respondent has the requisite skills and experience. Experience and past performance is requested of qualified, prime respondents only; partner or team member capabilities should not be included. Responses to this RFI shall not exceed 10 pages, and must be in narrative form and provide details on the vendor capabilities to meet each of requirement objectives. Responses must be viewable with Microsoft Word 2003 (.doc,.docx) or Adobe Acrobat (.pdf); must be printable on 8.5" x 11" paper; must use at least 10 point font; the margins of each page should be at least ½ inch; each page should contain a page number in the footer. Offerors should include a cover letter with the company name, address, DUNS number or CAGE code, point of contact, and contact telephone number and e-mail. Included also should be a brief description of the company to include the business and socioeconomic status (i.e. Small Business, Large Business, Educational Organization, etc.). Since the submitted information will be used for planning purposes only, the Government does not intend to issue acknowledgement of receipt or to provide clarifications to questions. However, if technical inconsistencies are found within the Statement of Work or alternative methods or processes exist, vendors are encouraged to identify these in their responses. The contemplated NAICS code for this requirement is 511120. Electronic responses are preferred. However mailed responses will be accepted as well. If a mailed response is submitted, offeror must notify the Point of Contact (POC) below by e-mail when the response was mailed and when the expected delivery date is.
